Description
The US Army Corps of Engineers, Mobile District is issuing this notice of sole source intent to solicit and negotiate with only one source for sound attenuation materials that meet the specifications detailed below for indoor firing ranges at various locations around the United States. These sound attenuation materials are to be installed by government personnel and must require standard construction techniques for installation. The proposed contract action is for brand-named supplies and materials for which the Government intends to procure from Troy Acoustics pursuant to the authority of FAR Part 6.302-1. However, other interested parties may identify their interest and capability to respond to this requirement. While this notice is not a request for competitive proposals, all information received within fifteen days (31-March-2011) after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The material specifications are as follows: The installed materials shall provide a Noise Reduction Coefficient (NRC) of 0.85 or better throughout the specified frequency range of 125 to 8000 Hz. Any material submitted must have independent verification of the NRC from a nationally recognized research laboratory. The installed materials shall provide a Reverb Time (RT60) of 1.3 seconds or less at all firing positions in the range, in all octave bands from 125 to 8000 Hz in accordance with Title 29, OSHA CFR Part 1910.95 Table G16, DODI 6055.12, and DA PAM 40-501. Any material submitted must have independent verification of an RT60 of 1.3 seconds or less from a nationally recognized research laboratory. The materials shall maintain the required acoustical performance due to bullet strikes up to 50% of the total material surface area including, ricochets, direct strikes and bullet splash back in the target area from both single shot and automatic fire military weapons up to 7.62mm. Any materials submitted must have independent verification of this requirement from a nationally recognized research laboratory. The supplier shall provide testing of previously installed materials (as part of an installed system) as verification that the system meets the performance requirements. The test results shall be submitted to the Government prior to acceptance of the installed system. This test must have independent verification from a nationally recognized research laboratory. The installed materials shall be waterproof, mold resistant, and durable to allow for maintenance without damaging or hindering the acoustical performance. The supplier shall provide the manufacturer's recommended cleaning method in accordance with the contract documents. The installed materials shall be listed by Underwriters Laboratories as Non-Combustible. Flame spread shall not be greater than 10 in accordance with ASTM E 84. Smoke developed shall not be greater than 10 in accordance with ASTM E 84. The installed materials shall be uniform without dimensional deviations, include no projections from bolt, and rivet heads, exposed edges, or other uneven surfaces to reduce potential ricochets. The materials will come with a 5 year replacement warranty for the materials based on consistent use with a weapons firing range which shall be approved by the Government prior to acceptance of the proposed system. Written notification and supporting documentation regarding this action may be submitted in writing to US Army Corps of Engineers, Mobile, ATTN: CESAM-CT-C (Carl Wade), P.O. Box 2288, Mobile, AL 36628-0001 or carl.m.wade@usace.army.mil. Responses must be received within the time specified above. The Government will not pay for any material provided in response to this synopsis nor return the data provided. A solicitation is not available.
