Description
This is a Sources Sought/Market Research announcement to identify interest in the MK89 Adapter Spotting Charge for procurement. This announcement is in support of Market Research performed by the United States Army Contracting Command - Rock Island to determine interest in MK89 Adapter Spotting Charge production, as a manufacturer of the MK89 Adapter Spotting Charge. The end users of the MK89 Adapter Spotting Charge are the Air Force and Navy. The MK89 Adapter Spotting Charge is installed into practice MK 80 Series Bombs (inert) and the BDU-45 Practice Bomb.. The MK89 Adapter Spotting Charge may consist of, but is not limited to the following: MK89 Adapter Spotting Charge, NSN: 1325-00-397-4221; P/N 2127862 Methodology for the MK89 Adapter Spotting Charge: a. Description: MK89 Adapter Spotting Charge is about 7" long and near 4.5" diameter. The intricate item has numerous separate custom parts made of either plastic or metal materials. Portions of the adapter assembly are designed to have parts move relative to each other, utilizing both springs and stops. Select pieces of the adapter assembly have numerous dimensional callouts, some with relatively tight tolerances. The MK89 Adapter Spotting Charge is designed for practice MK80 Series Bomb and provides visual observation (smoke) of the bomb's impact at the target. b. Notice: The Technical Data Package (TDP) associated with the MK89 Adapter Spotting Charge is classified as Distribution D limited distribution. Distribution Statement D means that the TDP cannot be distributed on the Internet. This TDP contains technical data whose import is restricted by the arms export control act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 52 30.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the Technical Data Package (at this time only the top drawings are available) (see www.dlis.dla.mil/jcp/ for instructions and information). After receipt of required certification, you must request a copy of the top drawings via email to gail.thompson2@us.army.mil, request MUST include Cage Code, Company Name, Address, Phone, Email address and point of contact. The TDP will then be mailed to those certified offerors. Please allow two weeks for delivery. If you wish to receive the drawings in an expedited manner request you provide your company's Federal Express billing number with your request. c. Critical Processes/Skills: Manufacture of the MK89 Adapter Spotting Charge does not require specialized/critical skills or facilities. The producer must be able to manufacture each of the various parts: instruction tag assembly, pin and sleeve assembly, setscrew, bushing, cotter pin, blocking pin, spring helical compression, firing pin head, compression spring, inertia sleeve, and body. Once the various parts are manufactured, the producer must be able to assemble them together to produce the MK89 Adapter Spotting Charge. Responses: The Government's interest would be between 6,750 - 13,500 MK89 Adapter Spotting Charges which are used for the BDU-45 Practice Bomb and MK80 Series Inert Practice Bombs. Interested companies are requested to provide a written response to the POC listed below. The response shall include: A brief description of skills and equipment required to manufacture the various components and ability to assemble the components into the MK89 Adapter Spotting Charge. These skills must be available with sufficient experience and proficiency to produce these items in a timely and efficient manner. The description shall also identify the availability of the appropriate maintenance, tooling, and manufacturing engineering skills required to support quality production of this item. A respondent must currently possess a majority of these processes in-house and demonstrate provisions for obtaining the remainder without significant delay. Interested companies shall also include a rough order of magnitude estimated unit price for quantities between 6,750 and 13,500 each. Interested companies shall also provide minimum and maximum monthly production requirements and any production limitations. This announcement is for INFORMATION and PLANNING PURPOSES ONLY and should NOT be construed as a commitment by the Government for any purpose. This announcement does not constitute a Request for Proposals and no contract will be awarded from this announcement. Requests for solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. No basis for claim against the Government shall arise as a result from a response to this announcement or Government use of any information provided. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate.
