- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REOUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. USACE Norfolk District is seeking interested firms capable of performing construction of an Offshore Sheet Pile Containment Wall at the Atlantic Wood Industries Superfund Site located in Portsmouth, Virginia. The containment structure consists of approximately 1,180 feet of propped steel combination pile bulkhead constructed in the Southern Branch of the Elizabeth River; 120 feet of tied back steel combination pile bulkhead constructed along the river shoreline; and 370 feet of steel sheet pile cutoff wall constructed onshore. The offshore combination pile wall is comprised of plumb 48 inch diameter steel pipe piles with z-shaped steel intermediate sheet piles, supported by battered 36 inch diameter steel pipe piles, and topped with a reinforced concrete cap. Work incidental to the project includes sunken barge removal, timber pile removal, debris removal, and miscellaneous grading. The wall is a major component of the cleanup at the site, and is designed to contain existing contamination land side of the wall and contaminated sediment that will be dredged in the future and consolidated behind the wall. The target award of this construction is between $15,000,000.00 - $24,000,000.00. All qualified firms are encouraged to respond by submitting Attachment A. Upon review of the industry response to this Source Sought Notice, the Government should be able to complete acquisition strategy. The estimated award date is Summer of 2011. The NAICS Code 237990 will apply to the majority of this project. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of qualified sources prior to finalizing the method of acquisition, best timing, and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. ALL interested contractors are encouraged to fill out the sources sought. Submit 3 projects similar in scope and size to the project described above, with a contract value greater than $15,000,000.00 and completed within five years of date of this sources sought (Attachment A). Other similar projects will include the following: piers, wharves, bulkheads, locks or dams, and bridges over navigable water. If experience is by your major subcontractor, please submit your subcontractor's information along with the prime contractor's information.
