Description
The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for technical and software maintenance services to the Insurance Service Remittance Processing System (RPS). The TAC intends to award a sole source, one-year, firm-fixed-price contract with two (2), one-year options to BancTec, Inc. 2701 E. Grauwyler Road, Irving, Texas 75061 pursuant to authority 41 U.S.C. 253(c)(1) and Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed solicitation number for this effort is VA118-11-RP-0136. RPS is a critical application that supports the processing of Insurance benefits. The Veterans Benefits Administration (VBA) Insurance Service RPS in Philadelphia, PA requires technical support and maintenance services for the system's hardware, software and database. The system consists of two (2) separate hardware BancTec X350 configurations, one (1) for daily processing and one (1) backup. Each system contains a BancTec designed and built transport, three (3) high-end servers, and a minimum of six (6) PC driven peripheral devices used by the VA employees to resolve problem transactions, bills or payment instruments rejected by the high-speed process. In addition, the system also has a high-speed printer and a security interface with the Philadelphia Information Technology Center (ITC). This system was designed by BancTec to meet all Federal, VA and VBA requirements for passing data between the BancTec equipment, the Insurance Local Area Network (LAN) and the ITC mainframes. Without the technical and software maintenance support services, insurance processing will cease due to the inability to access the data, preventing benefit payments to Veterans and dependents. The North American Industrial Classification System (NAICS) code for this effort is 541511. The estimated date of award for this action is April 1, 2011.
