Description
The government is attempting to determine if the following requirement can be solicited as a small business set-aside. This is NOT a request for proposals or capability statements. Please also propose a NAICS code and let us know if you have a GSA contract schedule. Respond by Wednesday, March 23, 2011 no later than 4:00 pm EDT. National Space-Based Positioning, Navigation and Timing Office Outreach Support Purpose: Provide administrative and document preparation support to the National Space-Based Positioning, Navigation and Timing Coordination Office (NCO) in achieving its strategy of stabilizing funding for the Global Positioning System (GPS), its modernization efforts, and its augmentations against budget fluctuations and program instabilities, within the overall resource and policy guidance provided by the President. Background.: The President authorized a national policy on December 8,2004 that establishes guidance and implementation actions for space-based positioning, navigation and timing (PNT) programs, augmentations, and activities for U.S. national and homeland security, civil. scientific, and commercial purposes. It also established the National Positioning, Navigation and Timing (PNT) Executive Committee (EXCOM), comprised of six Federal departments and agencies. to serve as the overarching decision-making body responsible for fulfilling this policy. The Executive Committee is co-chaired by the Deputy Secretary of Defense and the Deputy Secretary of Transportation, to reflect its dual civil-military role. The policy also created the NCO to serve as the Secretariat for the Executive Committee and to perform those functions delegated by the Executive Committee. The NCO's mission is to ensure transparency into PNT programs, policies, budgets and activities that might affect mutual interests or interagency dependencies. Specifically, a function of the NCO is to advise and coordinate interdepartmental resource allocation for the GPS and its augmentations. In order to more effectively integrate and communicate the Administration's PNT resource priorities to the Congress and American public, the EXCOM has directed the NCO to embark on an outreach program ensure the resource allocation decisions made by the legislative branch are fully informed by the complete range of PNT-related programs and applications. Because PNT issues cut across traditional Committee boundaries and focus areas, the NCO intends to build a comprehensive outreach strategy that will communicate the broad range of PNT plans and programs, and ensure they are implemented within the overall resource and policy guidance provided by the President. Scope: This effort is focused on providing administrative assistance to the NCO with building and implementing an outreach plan in accordance with the US government space-based PNT goals and objectives. Subtasks: The following subtasks are anticipated under task 4.4: "Assist the NCO in U.S. government interagency meetings with clearance level up to TOP SECRET SCI."Assist the NCO in the development of talking points to convey complex PNT issues."Assist the NCO in the development of a comprehensive engagement strategy, including major milestones and a tentative schedule."Assist in interagency coordination of the talking points and engagement strategy."Define measures of effectiveness and track progress in completion of the outreach objectives."Plan and prepare engagement events called for in the engagement strategy to include development of printed materials, preparation of invitations, coordination of schedules, ordering and ensuring delivery of necessary materials, and other preparation tasks as required by the NCO."Facilitate engagement events to include: checking attendance, checking clearances, seating, ensuring audiovisual support, note-taking, minutes, and other tasks as required by the NCO."Facilitate after-action report and/or "lessons learned" to continuously improve the engagement strategy."Update talking points and other materials as necessary. Deliverables: The following deliverables are anticipated under this task. "Written set of talking points suitable for interagency coordination of the intended message themes with which the NCO will engage the legislative branch."Printed materials suitable for "take-aways" that summarize the talking points."A written engagement strategy appropriate for inclusion in the NCO's annual National 5-Year Plan For Space-Based Positioning, Navigation and Timing."Written list of measures of effectiveness for the NCO's Congressional Outreach program.Security Clearance: This task requires a Security Clearance level of TOP SECRET SCI.Travel: It is anticipated that one year worth of long distance travel under this task will include one international trip and up to three long-distance trips within the U.S. In addition, local travel and parking to attend meetings. "International: One week-long trip to a GNSS-related venue such as, for example, the International Committee for GNSS (ICG). "Domestic: Up to three trips including, for example: (1) attending the Institute of Navigation Global Navigation Satellite System (ION GNSS) conference; (2) participating in student regional conferences of the American Institute of Aeronautics and Astronautics; and (3) GPS outreach at events organized by U.S. museums or organizations. Place of Performance: NCO Facilities, Commerce Department (government site).
