- The Contractor shall provide all labor, material, equipment, tools, management, and supervision for this construction project. Work shall include; but, is not limited to, the renovation of the first and second floors at the James M. Hanley Federal Building and US Courthouse, Syracuse, New York. The contract work incorporates: general demolition work, HVAC demolition work, electrical demolition work, bathroom renovation work, construction of full-height sound rated partitions; installations of doors, frames and hardware, acoustical ceiling installations, drywall ceiling installations, installation of vinyl base, painting work, light fixture installations, cable tray installations, conduit system installations for security systems, conduit installations for lighting and power systems, installation of power outlets and data outlets, flooring installations and associated floor prep work, toilet partition installations, installations of built-in furniture, install stairwell between first and second floor work sites, replace PTAC units, install HVAC ductwork and VAV boxes, install air outlet devices, install hot water piping, modify fire alarm installations, modify sprinkler system, modify building control systems, testing and balancing HVAC systems, modify electrical panel boards. Magnitude of Construction : This construction project is estimated between $1,000,000 and $5,000,000 US. Performance Period : The required completion time is 340 calendar days commencing one day after contract Notice to Proceed. This procurement is subject to FAR 52.232-18, Availability of Funds (APRIL 1984). Procurement Information : A 100% Set-Aside for HUBZone Small Business Concerns. Offers from other than HUBZone Small Business Concerns WILL NOT BE CONSIDERED. The North American Industry Classification System (NAICS) Code for this project is 236220, Commercial and Institutional Building Construction, and the size standard is $33.5 million. This is a sealed-bid procurement (Invitation For Bid (IFB) and shall be conducted in accordance with Federal Acquisition Regulation (FAR) Part 14 and in accordance with FAR 14.408-1, the award will be made as a firm-fixed price sealed bid construction contract to a responsible bidder who bid conforms to the invitation will be the most advantageous to the Government. All responsible HUBZone sources may submit a bid which shall be considered by GSA. No telephone calls will be accepted. The tentative Solicitation (IFB) release date is no earlier than 15 days after the posting of this Notice in FedBizOpps (http://www.fbo.gov). The Bid Opening will be on or about May 2, 2011. Bid Guarantee, Performance and Payment Bonds are required as per the Solicitation. To ensure that you receive all the information regarding this Solicitation, be sure to register to receive updates at www.fbo.gov. It is anticipated that the General Services Administration (GSA) will issue the Solicitation on or about April 1, 2011. The Solicitation (specifications, clauses, and provisions, and bid forms) will only be available electronically on the FedBizOpps website. This website is a secure website to safeguard sensitive but unclassified (SBU) data. Potential bidders must register with FedBizOpps in order to have access to the Solicitation material. Registration includes providing your Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN). For additional information, visit the FedBizOpps website or the CCR website at www.CCR.gov. In addition, any vendor submitting a bid is required by the FAR to use the Online Registration and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of any of the FAR required representations and certifications previously found in Solicitations. With ORCA vendors now have the ability to enter and maintain their representation and certification information, at their convenience, via the Internet at http://ocra.bpn.gov. Vendors will need to review and/or update the ORCA record when changes are necessary; usually to maintain an active status. Once the request for the Solicitation has been accepted, one e-mail will be sent to the address provided. The Document Security Notice Form will be available once the Solicitation is posted at http://www.fbo.gov. Contractors will be required to sign and submit a Document Security Notice that includes a street address, telephone number, business license or other documentation granted by the state or local jurisdiction to conduct business, valid DUNS number, valid IRS Tax ID Number and e-mail address.
