Description
NOTE: DATE FOR RESPONSE TO RFI HAS BEEN EXTENDED: TO APRIL 19, 2011. General: This RFI does not commit the government to pay any costs incurred in the submission of any information or in making necessary samples for the preparation thereof. The RFI does not commit the government to procure or contract for said services regarding this market research. RFI Focus: The U.S. Department of State, Bureau of Consular Affairs (CA) is interested in obtaining, testing and evaluating any technologies or materials with potential application in authentication features in CA issued secure documents (SD), including but not limited to, the passport, the visa, and the passport card. Offers should provide effective counterfeit and alteration deterrence against all types of fraudulent document threats. Proposals may be intended for incorporation into SD materials, applied to SD or modifications of blank SD manufacturing and/or personalization, and have at least one aspect that does not require a device for verification. Any offers submitted for consideration will be reviewed for inherent and relative effectiveness as a security feature and may be further assessed for compatibility with SD design and production processes, SD as issued durability, environmental acceptability, and all other manufacturing, accountability, storage, and personalization processing requirements. An effective feature is defined as one that cannot be easily simulated or reproduced so that the simulation or reproduction would deceive authentication examination. The Bureau will only consider technologies or materials for which at least laboratory feasibility has already been demonstrated (that is, a physical sample or product of the offered process can be shown). For initial screening purposes, interested parties are requested to submit preliminary samples and technical descriptions, no longer than one page, plus price information for possible purchase of larger test quantities. The Bureau may submit offers to outside technical experts who have agreed to keep samples secure and results confidential for their evaluation subject to the approval of CA and the submitting party. The DoS is responsible for ensuring that appropriately marked proprietary information contained in information provided is protected from unauthorized disclosure. However, it is the company's responsibility to ensure that all information deemed proprietary is appropriately marked. The company shall include the following notice as a cover page to its information: This information shall be used and disclosed for evaluation purposes only, and a copy of this Government notice shall be applied to any reproduction or abstract thereof. Any authorized restrictive notices which the submitter places on this information shall also be strictly complied with. Disclosure of this information outside the Government for evaluation purposes shall be made only to the extent authorized by, and in accordance with, the procedures in Section 615.413-2(f) of the Department of State Acquisition Regulation (48 CFR Chapter 6). Companies shall provide its GSA Federal Supply Schedule Contract Number and Special Item Number (SIN) if applicable. All questions, if any, will be compiled into one document by DoS, and answers will be posed for all companies responding to this request for information.
