- (Sol# F11PS00483) This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. This brand name only procurement is for Lotek VHF Radio Transmitters. For more detail, please view and apply to this solicitation at http://ideasec.nbc.gov/j2ee/login.jsp or http://www.fbo.gov). Once in the website, anyone can either log in with their DUNs/MPIN number or enter the document number (F11PS00483). NAICS Code: 334220, Size Standard: n/a. This procurement is for supply of ten (10) (Lotek Model) Iridium Track 3D (1.1Kg) - Field Proven Iridium Satellite Collars with VHF Transmitters including shipping. This solicitation is for Lotek brand only. *The Contracting Officer will only accept brand and model listed due to compatibility of existing equipment the Government is currently using. To consider other brands/models will not be cost efficient to the Government due to duplicating. Vendors must ensure their quotes on all items meet the specified criteria listed in the solicitation. Please solicitation for full details. Contractor shall furnish or obtain all labor, materials, equipment, tools, transportation, supervision, permits, and supplies and perform all work necessary for the delivery of this requirement. The job/delivery site is located at the Ecological Services Office; 646 Cajun Dome Boulevard; Suite 400; Lafayette, LA 70506 (http://www.fws.gov/northflorida/) This procurement is being solicited on an unrestricted basis. A firm fixed price commercial order will be issued. The Fish and Wildlife Service is presently using Electronic Commerce (EC) to issue Request for Quotations and Purchase Orders. You must register in EC at web site http://www.ccr.gov. If you have any registration questions, please call 1-888-227-2423. Prior to registering each company must obtain a Dun and Bradstreet Number. You may obtain this number free of charge at 1(866)705-5711. Once you are registered, you will be able to view solicitations on line at either http://www.fedbizopps.gov or http://ideasec.nbc.gov (the Department of Interior site). Reason for Brand Name Justification: (a) Only one brand/source is capable of meeting the need due to the unique or specialized nature of the requirement. (b) The new work/supply is a logical follow-on to an existing order/contract requirement. (c) Other: Brand name and model number(s) listed in solicitation is required due to component compatibility. The particular brand name, products, and features described are essential to the Government's requirements so no substitutes are allowed for this request. Additional Information:(i) What harm will come to the Government if desired supplies/services are not provided?The Government will experience compatibility issues/problems, which would cause functional and reliability problems between differing brands. This would directly and negatively affect the study, tracking, and welfare of wildlife and other related Government mission requirements. (ii) Explain why other brand names will not satisfy the government's requirement?The Government will experience compatibility issues/problems, which would cause functional and reliability problems between differing brands. In addition, to use other brands, additional expenses would be incurred to acquire additional items that are compatible with the non-brand name item, which is not in the Government's best interest. The costs and time delays of implementing a non-compatible item outweigh the benefits of open competition. If a non-compatible item was used, then existing brand name items would have to be purchased to compliment the non-compatible item. In addition, the Government requires conformity among our various locations for interchangeable use and data collection. 5. Market Survey: Internet search and research. Comparative analysis among similar brands. 6. Actions to Increase Competition: The Government will continue to revisit the market to assess our options as technology advances. 7.
