Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with HGH Infrared Systems Inc, 1 Broadway, Cambridge, MA 02142 for the procurement of up to a Qty. of 50 IR REVOLUTION 360-M-5 Panoramic Infrared Vision Systems, up to a Qty. of 15 spare Sensor Heads, up to a Qty. of 3 Detector Assemblies, up to a Qty. of 3 Driving Motors, up to a Qty. of 3 Slip Rings, up to a Qty. of 3 Electronic Boards, up to a Qty. of 1 Spare Parts, up to a Qty. of 15 Cooler Replacements, up to a Qty. of 1 Calibration Tools and up to a Qty. of 1 Training Class, for the Special Surveillance Programs Office. The IR Revolution 360 camera is a real-time, rotating-head, thermal imaging system for security and surveillance. The compact, ruggedized sensor instantaneously images a full 360 degrees rotation per second for automatic, real-time, intrusion detection and tracking. The high-sensitivity, infrared revolving camera head can detect a human from a distance of 1 to 3 km. even in total darkness, through fog, smoke, or hazy conditions. The features of the camera include; real-time image acquisition, 360 degree image every second, high thermal sensitivity (less than 25mk), superior image quality (more than 3 megapixels), 1Hz Image update, compact and environmentally-sealed housing, auto detection and tracking with motion alarm, area of interest zoom. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
