Description
The 23rd Contracting Squadron/LGCA plans to establish a Blanket Purchase Agreement (BPA) for an Education Specialist to support the Moody AFB voluntary off-duty education program. The BPA will be for a period not to exceed 5 years. Please see below Statement of Work for details on the services requested. Wage Determination WD 2005-2131 Rev 11 dated 27 Sept 2010 applies to this requirement. You may provide a price list in the email as well. Please submit price list with your letter head and hourly rate requested. Monthly invoices will be paid through Wide Area Work Flow (WAWF). Education Specialist Statement of Work 1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to provide services in support of U.S. Air Force voluntary off-duty education program to include providing academic advisement, information, and guidance plus preparation of documents associated with the services provided and administrative duties as assigned. 1.1 OBJECTIVE OF SERVICE: This service is being provided to Moody AFB Base Education Office. 1.2 SPECIFIC RESPONSIBILITIES. Provide academic advisement primarily to active duty Air Force personnel; occasionally dependents, and retirees serviced by the Education Center through one-on-one counseling, group counseling, and formal briefings. 1.3 Advise students on off-duty education opportunities including the Community College of the Air Force (CCAF), Defense Activity for Non-Traditional Education Support (DANTES), AF Institute of Advanced Distributive Learning (AFIADL), officer accession programs and other educational support programs as required by the Base Education and Training Services (BETS) Team. 1.4 Advises AF personnel of Professional Military Education (SNCOA, SOS, AFIT, ACSC, and AWC) programs available for enlisted personnel and officers by correspondence, in residence or seminar format and assists them in registering for appropriate programs. 1.5 Provides information and required forms to prospective applicants of specialized AF programs to include (but not limited to): Educational Leave of Absence (ELA), AECP, LEAD, SOAR, AFROTC/ASCP, and OTS. Performs preliminary check for accuracy and completion of application package. The contractor will assist applicants with determination of their grade point average (GPA) requirement according to specific program guidelines. Refers applicants to BETS counselor for final check of package prior to mailing. 1.6 Provides information regarding Air Force tuition assistance, VA education benefits, federal financial assistance programs, local scholarships, and Air Force Aid Society grants to all eligible personnel. Assists students with completion of all applicable forms/applications. 1.7 Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their educational goals. 1.8 Assists with duties pertaining to the DANTES test program and advises students of DANTES tests that are applicable to their program of study. Administers and interprets pre-tests and non-timed interest and placement tests as appropriate to the individual counseling process. 1.9 Assists AF members with education level updates by providing officers AFIT contact information; and directing enlisted members to education technicians with transcripts. 1.10 Conducts follow-up activities (phone calls/emails) to ensure individual student educational objectives are being met. 1.11 Responsible for preparing all necessary correspondence and forms and maintains related records and logs required to support all aspects of job tasks. Also maintains statistical data as required by the Chief, BETS and assists with reports and other administrative tasks as requested. 1.12 Plans and executes semiannual CCAF graduation ceremonies. Provides Chief, BETS with detailed timeline of graduation-related activities at least 3 months in advance of graduation date. Provides weekly updates up to the day of ceremony. Performs administrative follow-up including thank you letters and an after-action report. 1.13 Maintains a by-name and date record showing advisement or counseling sessions conducted and submits in person to the Chief, BETS along with the invoice at the end of each month. 1.14 Uses the Air Force Automated Education Management System (AFAEMS) to maintain individual student records. 1.15 Fills in/helps out at the customer service desk with walk-in and phone customers as needed. Provide first-class customer service to walk-in and student callers as needed. 1.16 Coordinate on Education Newsletter and ensure current and relevant education opportunities and events are constantly advertised to the base populace through the newsletter, website, and other media. 2.QUALIFICATIONS: A baccalaureate degree from a regionally accredited American college or university is required. A master's degree with 15-30 semester hours in counseling, secondary education or a related discipline is preferred. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least 1 year is desirable. Knowledge of/experience with AF terminology, office procedures, and education programs plus familiarity/facility with WINDOWS NT, Microsoft Word, PowerPoint, Excel and Access is desirable. Resumes and transcripts shall be submitted with bid packages to the base contracting office. Offeror will be subject to an interview prior to establishing the Blanket Purchase Agreement.
