- NASA/GSFC has a requirement for Proactive Support Plan for a MAT253 isotope ratiomass spectrometer system package (S/N SN08695G)and Limited Suppport Plans for an LTQOrbitrap XL (S/N SN02001B), Accela detector (S/N 940100), Accella autosampler (S/N750581), and Accela 1250 pump (S/N 925123).The support plan for the MAT 253 System Package W.UNIV.CNOS will provide the following:-One (1) scheduled preventative maintenance (PM) visit-Engineer labor and travel included for the PM-Software updates and notifications-Priority status for technical support inquiriesThe support plan for the MAT253 includes coverage for the Conflo-III interface, theGC/C-III interface, the high temperature elemental analyzer (TC/EA), the elementalanalyzer (Costech EA), and the Trace GC gas chromatograph, as they are all subcomponentsof this main system.The support plan for the LTQ Orbitrap XL and Accela Detector, Accela Autosampler and theAcula Pump will provide the following:-One (1) Demand on-site service visit, with priority on-site response within fivedays-One (1) scheduled preventative maintenance (PM) visit-Engineer labor and travel included for the PM and one service visit-Factory-certified replacement parts for one service visit-Software updates and notifications-Priority status for technical support inquiriesNASA/GSFC intends to purchase the items from Thermo Electron Corporation pursuant to FAR13.106, for the acquisitionof supplies or services determined to be reasonably availablefrom only one source. Thermo Electron Corporation is the only USA provider of thissupport. This company is the only vendor administering/installing the MAT 235 and LTQOrbitrap XL.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon April 1, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
