Description
HSCG40-11-R-20004 Helicopter In-Flight Refueling Hose Refurbishment (HIFR) Solicitation HSCG40-11-Q-20004 is for receipt, inspection, condition/test reports, refurbishment, testing, preservation, packing and packaging of the helicopter in-flight refueling (HIFR) hose assembly IDIQ-multiyear contract. The estimated price range is between $250,000 and $500,000. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-49. The applicable NAICS code is 336611. For the calculations of annual receipts and number of employees, see parts 121.104 and 121.106 in SBA Small Business Size Regulation,http://sba.gov/regulations/121/. It is anticipated that a non-competitive sole source purchase order shall be awarded as a result of this notice. It is the Government's belief that only: Eaton Corporation and/or their authorized distributors can obtain the required technical and engineering data, and genuine Original Equipment Manufacturer (OEM) parts, required to successfully provide this item (See attached JOTFOC). Concerns having the expertise and required capabilities to provide these items are invited to submit complete information discussing the same within the closing date of this solicitation. The information submitted must include a letter from the OEM verifying the offeror is an authorized distributor, and verifying the OEM will supply only genuine OEM parts. The items required are as follows: Please see attached specification. This acquisition is for the procurement of dockside repairs including 2 work items/CLINS. The performance period will vary from each task order that is executed from this contract. This solicitation is issued pursuant to FAR Part 12, Acquisition of Commercial Items and FAR Part 13.5 Test Programs For Certain Commercial Items. The Coast Guard intends to award a Firm Fixed Price-IDIQ (Multiple Award) contract resulting from this solicitation. The Government shall award a contract resulting from this solicitation to a responsive, responsible contractor whose written quote is considered most advantageous to the Government, both in price and other factors considered. The following factors shall be used to evaluate offers proposals and are in descending order of importance: 1) Past Performance and, 2) Price 3) Certification letter. Factors 1-2 will be applied to determine the best value to the Government. Past Performance is significantly more important than price. All correspondence concerning this acquisition shall reference Request for Proposals (RFP) Number HSCG40-11-R-20004. The closing date for this solicitation is on April 19, 2011, 3:00 P.M. eastern time. All contractors are responsible for verifying the receipt of their quote. The anticipated award date is April 27, 2011. This requirement is 100% set-aside for small businesses. QUESTIONS AND REQUEST FOR DRAWINGS: The deadline to request drawings or ask questions regarding this solicitation is April 7, 2011. After this date no further requests will be accepted. Interested parties must be registered in the Central Contractor Registration (CCR) as prescribed in FAR Clause 52.232-33. CCR can be obtained by accessing the Internet at http://www.ccr.gov or by calling 1-888-227-2423. All parties are encouraged to continually monitor the FedBizOpps.com website for any amendments to the solicitation.
