- NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT The Headquarters (HQ) Air Education and Training Command (AETC), AETC CONS/LGCD, Randolph Air Force Base (AFB), Texas 78150, hereby formally announces the intent to award a firm-fixed price contract on a sole source basis to Questionmark Corporation. The contractor will be required to provide a copy of the Questionmark Annual Software Subscription and Support Plan. Contractor shall provide one copy of related documentation for each updated software item supported under the Annual Software Subscription and Support Plan. This will be utilized to support the development effort of automated training surveys and future on-line tests throughout AETC's Technical Training Management System (TTMS) Program. The proposed contract action is for Questionmark software in support of AETC's TTMS architecture in order to provide its users with the required capabilities to accomplish the mission objectives. The Air Force intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii), section 4202 of the Clinger-Cohen Act of 1996 and the authority of the Services Acquisition Reform Act of 2003 (41 U.S.C. 428a). In accordance with FAR 13.501(a)(1)(iii) the approved Justification and Approval will be posted on Federal Business Opportunities (FEDBIZops) website 14 days following contract award. This notice of intent is NOT a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any responses received after 8 April 2011, 12 p.m. CST of publication of this synopsis will not be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
