- The Naval Medical Logistics Command intends to solicit and negotiate on a sole source basis under authority FAR 13.501 with Four Points Technology (Relay Health), 5160 Parkstone Drive, Suite 190A, Chantilly, VA 20151, as the only responsible source. This acquisition is being conducted under the FAR 13.5 Test Procedures for Certain Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. Navy Medicine Information Systems Support Activity (NAVMISSA) has a need for a Secure Messaging system. Secure patient-provider messaging provides a safe, efficient, cost-effective method for patients and their care teams to communicate on a variety of topics. Such communication can be used to provide patients with lab and x-ray results, remind patients of needed preventive care, remind patients of needed follow-up of chronic diseases, educate patients about various topics, inform patients about available services and provide direct care for minor problems or inform patients of the need to come in for care. Secure Messaging is asynchronous and provides both patients and care teams the opportunity to communicate when convenient and do so more completely and efficiently. Items being purchased in this acquisition: 675 Secure Messaging System licenses This requirement is for a one year follow-on procurement for capability to support sub-elements of the 3 medical clinics and 5 teaching hospitals. It is imperative that identical capability be provided to the patient base to provide continuity throughout Navy Medicine and to prevent user/patient confusion and maximum user/patient implementation. The Government intends on competing a larger procurement in the future. This requirement will be posted to FedBizOpps in accordance with FAR 5.202. The intended procurement will be classified under North American Industry Classification System (NAICS) 541519 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
