Description
The proposed contract action is for an acquisition for which DLA Distribution intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 for Preventive and Remedial Maintenance of firefighting vehicles, auxiliary attachments, fire hoses, and breathing air compressor located at DLA Distribution Susquehanna, New Cumberland PA. The Period of Performance for the proposed contract action will consist of a Base Year and One (1) Option Year. The firefighting vehicles to be maintained were manufactured by Kovatch Mobile Equipment (KME) and consist of a KME Response Truck; two (2) KME Pumper Trucks; and a KME Ladder Truck. Fire and Rescue Products, a division of W.W. Engine and Supply, is the only source that can provide Preventive and Remedial Maintenance for the firefighting vehicles because they are the KME factory-authorized distributor for the New Cumberland, PA area. In order to ensure that the performance, reliability and safety of these firefighting vehicles are not compromised, the contractor that performs Preventive and Remedial Maintenance must be a factory authorized distributor that employs factory trained service technicians who are technically familiar with the KME firefighting vehicles, and have unlimited access to obtain OEM replacement parts. KME has established this authorized distributor network to ensure replacement part compatibility and repair service integrity because the use of non-OEM replacement parts and non-OEM factory trained service technicians could be catastrophic in terms of equipment liability costs and personnel injury or death. Accordingly, the Government intends to award a sole source, firm fixed price/time-and-materials purchase order utilizing FAR Parts 12 and 13 to Fire and Rescue Products to provide Preventive and Remedial Maintenance of firefighting vehicles, auxiliary attachments, fire hoses, and breathing air compressor. Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Only one (1) contract award will be made for this requirement. Contractors must have the capability to provide maintenance for all of the firefighting equipment listed above. The North American Industry Classification System (NAICS) code for this effort is 811118 with a small business size standard of $7,000,000.00. All responsible sources may respond by submitting qualifications/capabilities of the company to provide Preventive and Remedial Maintenance of firefighting vehicles, auxiliary attachments, fire hoses, and breathing air compressor by 4:00 PM EDT, FRIDAY, APRIL 1, 2011 to DLA Distribution, Acquisition Operations, J7-AB, J Avenue, Bldg 404, New Cumberland, PA 17070, Attn: Daniel Herring, Phone: 717-770-6030, FAX: 717-770-7591, e-mail: daniel.herring@dla.mil, or Joni Stephens, Phone: 717-770-5912, FAX: 717-770-5689, e-mail: joni.stephens@dla.mil for consideration by the agency. If no affirmative responses are received by 4:00 PM EDT, FRIDAY, APRIL 1, 2011 to determine whether a qualified source is more advantageous to the Government, a purchase order will be negotiated with and awarded to Fire and Rescue Products.
