Notice Type: Combined Synopsis/Solicitation 5. Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 streamlined solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation wil not be issued. 6. This is a Request for Quotation (RFQ). The soloicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48. 7. Thhis action is being set aside for small business participation. 8. FAR 52.232.18-- Availability of Funds (Apr 1984) - Funds are not presently available for this contract. The Government's obligation under this contract is contigent upon the availability of appropriated funds from which payment for contract purposes can be made. Specifications: Successful offeror will provide all equipment, supplies, transportation and cleaning to provide portable toilet rental at the Upper Delaware Scenic and Recreational River. Pricing provided should be all inclusive for placing, anchoring, removing, pumping, cleaning and providing supplies for each unit. All units shall always have toilet paper and deoderizer supplied by the offeror. Units shall be anchored to prevent them from being blown over; however, should the units blow over due to high winds, the offeror will place the units upright and clean them at no extra cost. Supplies can be exhausted quickly with large amounts of supplies being needed in the units based on visitation to the site. Units are to be in place with service to begin: at Buckingham, PA and Narrowsburg, PA; April 10, 2011; all remaining locations May 21, 2011. Invoicing will be monthly, paid 30 days in arrears. The rental period is from April 10, 2011 through September 17, 2011, Base Year. All units will be removed from Upper Delaware S & RR no later than October 1, 2011. Option year one and two will have similiar performance periods with slight adjustment to the dates. 11.
