Description
The Department of Health and Human Services (DHHS) intends to negotiate with National TASC (Treatment Accountability for Safer communities), on a sole source basis, to help demonstrate the Substance Abuse and Mental Health Services Administration's (SAMHSA) support for the TASC offender case management model concept through he 17th National TASC Conference on Drugs and Crime. SAMHSA also intends to use this conference as a vehicle for more national recognition of and understanding of it's matrix cross-cutting principles as they relate to the priority area of criminal justice programming. The basis for restricting competition is the authority of 41 U.S.C 253(c) (1) as implemented by FAR Part 6.302-1 because only one source is available to provide the service in a manner that will satisfy agency requirements. The anticipated contract period will be for approximately 5 months from the date from the date of award. National TASC can be considered the only responsible source because they are the sole organizer of the 17th National Conference on Drugs and Crime. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise and qualifications to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Government requirement as articulated above. No solicitation document is available. Capability statements should be submitted by 3:00 pm eastern standard time March 28, 2011 to the point of contract listed in this announcement.
