The Coronado National Forest, Tucson, Arizona, is soliciting quotes (RFQ) for Mexican spotted owl survey services in the Pinaleno Mountains on the Safford Ranger District and the Chiricahua Mountains on the Douglas Ranger District. The ensuing contract will be for a base year plus four option years. The proposed contract will begin with a base year performance period from time of award until February 28, 2012, and include four option periods beginning each subsequent year on March 1. Work outside of the base year period is dependent on funding and one or more option years may not be exercised by the government. 2. Quotes are to be submitted to Coronado National Forest, Room 5F, 300 W. Congress, Tucson, AZ 85701 or faxed to (520) 388-8332 or emailed to mhostetler@fs.fed.us by close of business April 1, 2011. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in [FAR] Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-50 Effective March 16, 2011. 5. This acquisition is set-aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 541690 and the size standard is $7.0 million. 6. Price Range for the base year work is between $25,000 and $100,000. 7. Desired start work date for the base year services is on or before April 4, 2011. 8. Quotes must include a completed copy of [FAR] 52.212-3 Offeror Representations and Certifications, Commercial Items, paragraphs (c) through (m). If the Offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov., submit only paragraph (b) from the provisions and a DUNS number. 9. [FAR] 52.212-2 Evaluation, Commercial Items is applicable with the following factors used to evaluate quotes: prior experience, key personnel, technical capability, and past performance. These four factors combined are approximately equal to price. To be considered for award, Offerors must submit, as per [FAR 52.212-2, the required documentation concerning past performance, prior experience, key personnel qualifications, and technical capability. 10. The following clauses are incorporated by reference and can be downloaded in their entirety at www.arnet.gov/far: [FAR] 52.212-1 Instructions to Offerors, Commercial Items; [FAR] 52.212-4 Contract Terms and Conditions. All responsible sources may submit a quotation which shall be considered by the Forest Service. The offer/quotation that is most advantageous to the Government, based on the factors contained in this solicitation, will be selected for award. 12. Single award for both survey areas is contemplated; however, multiple awards will be considered if in the best interests of the government. The government reserves the right to decrease or increase quantities in accordance with pricing and availability of funds. 13.
