Description
The General Services Administration (GSA) is issuing Refresh #7 to solicitation number FBGT-GG-050001-B for Multiple Award Schedule 48 Transportation, Delivery & Relocation Solutions which is effective on March 18, 2010. The purpose of this Refresh #7 is to clarify certain elements within SINS 653-1, 653-4, and 653-5 and require new offers and modifications to existing contracts, to be submitted electronically. In addition, the Statement of Work for SIN 411-2 RSVP - Rental Supplemental Vehicles is being re-inserted, as it was inadvertently omitted on Refresh #6. PLEASE NOTE: AS OF MARCH 18, 2011, ALL RESPONSES SHALL BE SUBMITTED ELECTRONICALLY AS EOFFERS (http://eoffer.gsa.gov). NO HARD COPY/PAPER RESPONSES WILL BE ACCEPTED UNDER THIS REFRESH. NOTICE CONCERNING MODIFICATIONS TO ALL CONTRACTS AWARDED UNDER THIS SOLICITATION: GSA WILL ONLY ACCEPT MODIFICATION REQUESTS SUBMITTED ELECTRONICALLY AS EMODS (http://eoffer.gsa.gov). The following link provides guidance on utilizing the eOffer and eMod systems, obtaining digital certificates, and using the eOffer and eMod Training Guides: http://eoffer.gsa.gov. IMPORTANT: For any discrepancies between Clause SCP-FSS-002 SPECIFIC PROPOSAL SUBMISSION INSTRUCTIONS (DEC 2010) Subparagraph B, "Section II Technical Proposal" and "General Proposal Instructions" for Schedule 48, the General Proposal Instructions will prevail. PLEASE NOTE: The Vendor Response Document entitled "Vendor Response Document Sched 48" is the appropriate document to submit with your proposal. Resultant contracts will be indefinite delivery, indefinite quantity (IDIQ) contracts under GSA's Multiple Award Schedule program. Current contract holders under Schedule 48 for Transportation, Delivery & Relocation Solutions do not need to re-apply. All responsible sources may submit an offer, which shall be considered by this agency. Contracts under this solicitation will have a contract period beginning on the date of award, and lasting for five years unless canceled or terminated. Three five-year option periods are possible under this contractual action. The following Special Item Numbers (SINS) are scheduled to be offered at a future date (as yet undetermined) through the TDRS: 411-1 Motor Freight 411-2 Water Freight 411-3 Rail Freight 411-4 Air Freight For Offerors wishing to submit a proposal for freight or other transportation solutions, please submit a proposal under SIN 451-99 "New Services". For SIN 451-99, which does not have a Statement of Work, offerors are responsible for providing a written statement of work with their proposal for the services they intend to provide and how they intend to meet the needs of the government. The purpose of this solicitation is to provide a vehicle for all Government agencies to obtain quality transportation, delivery and relocation services when required from qualified and experienced contractor(s) under a GSA Multiple Award Schedule in an efficient, streamlined, and cost effective manner in accordance with applicable statutes and regulations. Services covered under Schedule 48 are: ground passenger transportation services, rental supplemental vehicle services, transportation consulting, domestic delivery services, local courier delivery services, employee relocation services, office relocation services, move management, transportation ("NEW SERVICES"/freight) service providers and long term lodging services. The previous edition of this solicitation will not be accepted after April 15, 2010.
