Description
The Bureau of Reclamation Lower Colorado Region Multi Species Conservation Program has a requirement for irrigation and maintenance services at the Beal Lake Conservation Area (BLCA) at the Havasu National Wildlife Refuge. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a request for quotation (RFQ) numbered R11PS30231 will be issued to facilitate electronic quotation submissions. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-49. The North American Industry Classification System (NAICS) Code for this acquisition is: 221310 Water Supply and Irrigation Systems. The small business size standard for NAICS Code 221310 is $7.0M. The resulting contract will be a firm-fixed-price type. This contract will be for one(1) base year with four(4) potential option years. Line item 0001: Irrigation & Maintenance Services at BLCA in accordance with the specifications in the performance work statement (PWS). More detailed specifications are attached to the request for quotation (RFQ). Determination of award will be based on the lowest priced technically acceptable, responsive quotation from a responsible offeror. The following criteria will be evaluated to determine offeror acceptability: (i) Experience and (ii) Price. The clauses and provisions are applicable to this commercial item acquisition: FAR provision 52.212-1, Instructions to Offerors - Commercial Items. FAR provision 52.212-2, Evaluation - Commercial Items. Offers will be evaluated based on the lowest priced, responsive quotation from a responsible offeror. Offers will be considered acceptable if the services offered meet the requirements in the PWS. FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items. Each offeror shall include in the offer a completed copy of the provision 52.212-3 or indicate completion of the applicable Online Representations and Certifications Application (ORCA). Offerors may complete the annual representations and certifications online at www.orca.bpn.gov. FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Specific FAR clauses included in clause 52.212-5 that are applicable to this requirement include: 52.222-50, Combating Trafficking in Persons; 52.233-3, Protest After Award; and 52.233-4, Applicable Law for Breach of Contract Claim. Additional contract requirements include the following clauses or provisions:52.217-8, Option to Extend Services52.217-9, Option to Extend the Term of the Contract52.237-1, Site Visit1452.215-71, Use and Disclosure of Proposal Information A site visit will be held on Thursday, March 24th, 2011, at the Beal Lake Conservation Area, Havasu National Wildlife Refuge, beginning at 10:00 a.m. PDT. It is strongly encouraged that any prospective offerors should attend the site visit. Prospective offerors should make arrangements for attendance by contacting David Kent at 702.293.8545. The site visit meet-up location will be the McDonald's parking lot in Needles, CA (1201 3rd Street, Needles, CA 92363-2957). All questions stemming from the site visit shall be submitted via email to dkent@usbr.gov by 4:00 p.m. PDT on Friday, March 25th, 2011. Responsible offerors are requested to submit a quotation for this requirement. Offers may be submitted electronically through FedBizOpps or via email to dkent@usbr.gov. To facilitate electronic quote submissions through FedBizOpps, a request for quotation (numbered R11PS30231) is being issued subsequent to this combined solicitation/synopsis. Offers are due Thursday, March 31st, 2011, by 4:00 p.m. PDT.
