Description
This is a Sole Source announcement. No hard copy RFQ will be prepared or made available for distribution. The Government intends to award on a firm fixed price contract to Dependable Marine, Inc., 3134 Main Street, San Diego, CA 92113-3769 to be awarded IAW Simplified Acquisition FAR Part 13. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Dependable Marine currently has engines serials 4EZ00010, 4EZ00150, and 4EZ00201. These engines have already been torn down and estimates (see attached) given. This work was paid for under GRP-4 contract # N61331-05-D-0058. Dependable Marine has not been contracted to put the engines back together, only to open and inspect. To not have Dependable Marine do the follow on overhaul work to these engines would cause us to incur considerable extra cost and lost hours involving bidding the repairs to another facility. Dependable Marine has done and continues to work on NSWC engines and SBT-12 engines and has proven to do the highest quality and lowest cost work. Due to the engines already being in the custody of Dependable Marine and completely torn down it is requested that a sole source justification be given. This specific engine is not commercially available. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within three days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
