Description
The purpose of this modification is to correct the small business size standard for NAICS code 541620 from $20 million to $7 million. See below. This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offers to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The North American Industry Classification System (NAICS) Code for this acquisition is: 541620 Environmental Consulting Services. The small business size standard for NAICS Code 541620 is $7 million. The proposed requirement is for technical modeling assistance using the Colorado River Simulation System (CRSS) and Spanish translation of CRSS concepts and results in support of binational technical modeling discussions with Mexico. The binational modeling work group, comprised of technical representatives from the U.S. and Mexico, was started in 2009 to develop and analyze joint strategies for Colorado River management in light of ongoing drought and declining reservoir levels. This effort was successful in 2010, providing the hydrologic impact analysis behind Minute 318 signed in December. In 2011, the binational modeling work group will continue to provide technical analysis in support of a more comprehensive longer-term agreement between the U.S. and Mexico. Prior to technical discussions resume in April, Reclamation is considering acquiring expertise for the U.S. contingent that is well versed in CRSS and proficient in the Spanish language. This would minimize the risk of important technical details being overlooked or misinterpreted during these discussions. Reclamation is seeking at least five years of modeling experience using CRSS, fluency in the Spanish language, and experience interpreting and communicating technical CRSS concepts and results in Spanish. Responsibilities would include meeting attendance, CRSS model and rule set development, examination and analysis of CRSS results, and presentation of technical CRSS modeling concepts and results in Spanish and English. The project period of performance (5 months) is anticipated to begin April 1, 2011 with an anticipated completion date of August 31, 2011, with the possibility of extension depending on the requirements of the binational process. The capability statement shall address the work listed above, demonstrate the company's capability to perform the work, and describe previous procurements performed of similar size and complexity. Additionally, all responses to this sources sought shall include company name and address, business size and type (8(a), HubZone, Small Business, etc), and point of contact to include e-mail address and telephone number. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, including whether an 8(a) or Hubzone set-aside is warranted or if another socio-economic set-aside strategy is more appropriate.
