- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Product Manager Force Sustainment Systems Directorate (PM FSS), intends to award a firm fixed price purchase order on a sole source basis to: Lyme Computer Systems Inc., Lyme, NH 03768. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: FP PMSS, Force Provider, Solid Work's Design Team is upgrading all its Solid Work's Software and subscription service to be able to perform the following (all items mentioned pertain to Solid Work's): 1. Product Data Management (PDM) is to maintain a central data base for 4 designers to work from instead of separate work stations. In addition, allows us to keep all data secure and backed up on a regular basis. 2. 3DVIA Composer will allow us to create parts manuals for Force Provider Equipment to be used in the field. 3. Flow Works will allow us to do simulations on new equipment dealing with water flow and air flow prior to committing going to formal testing which is a major savings to the Government. 4. Different training which allows us to learn advance design techniques and become more efficient with our engineering design capabilities. 5. Upgrade of our current Solid Work's Design Software to the most current release. 6. All software comes with Subscription upgrades for future new releases and technical support. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Lyme Computer is the sole GSA provider for Solid Works in New England. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Online and government websites (GSA) 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
