Description
TACOM LCMC Watervliet Arsenal is seeking sources interested in functioning as the Arsenal Support Program Initiative (ASPI) Site Manager at Watervliet Arsenal (WVA), Watervliet, NY. The ASPI program is designed to help maintain the viability and unique capabilities of the countries manufacturing arsenals. The ASPI program permits commercial firms to utilize excess and underutilized portions of the arsenals and obtain access to the arsenals' skilled work force base for commercial purposes. Site manager will have authority to execute tenant agreements for up to 25 years with interested commercial firms. The site manager's responsibilities include, but are not limited to, planning, programming, administration, coordination and management necessary to insure the successful execution of the ASPI program at WVA. The site manager is responsible for executing an overarching business plan, in coordination with the Government, for the purpose of attracting to the site private sector high technology R&D and manufacturing firms and other compatible business and organizations. The Site manager will create strategies, market, manage A&E design and construction activities, execute tenant agreements, collect rent from tenants, secure state and local grants to assist location of commercial firms on WVA, coordinate with local and regional development authorities, and comply with all applicable federal, state and local laws/regulations including but not limited to fire, safety, health, environmental, security and historical preservation. In the event a solicitation is issued it will be a no cost, firm fixed priced facilities contract with base year and options. Government will furnish the contractor office space; the Contractor will be responsible for all their operating expenses. A portion of the proceeds (rent) generated through tenant use agreements will fund the site manager's operating expenses. Interested firms must provide a synopsis of their company along with their capabilities and years of experience in performing the above listed work as the primary contractor. TACOM LCMC Watervliet Arsenal will only utilize the information you provide in developing its acquisition approach for future requirements.
