- Questions & Answers dated 03/18/2011: 1)Reference Solicitation: Please confirm that this is a Lowest Price Technically Acceptable solicitation and that technical proposals submitted by the contractor will not necessarily be evaluated. Answer: Award will be made on Best Value per the FAR. 2)Reference FAR Clause 52.229-3: Please advise if this project will be exempt from state and local taxes. If so, please advise if a tax exemption certificate will be issued for the project. Answer: No 3)Reference Specifications: Please advise if there are any existing warranties in effect for any equipment or systems involved in this project ™s scope of work. If warranties are in effect, please provide the name, address, phone number and warranty information for each system affected. Answer: No 4)Please advise if a copy of the pre-bid site visit sign-in sheet will be provided to contractors. Answer: Attached 5)Reference Solicitation Page 68, Paragraph A.A1. Bid Item 1.2: Please forward the existing as-built drawings for all related areas; including the architectural, structural, mechanical, plumbing, fire alarm, sprinkler, telecommunications, public address system and electrical disciplines. Answer: Drawings were included in the solicitation documents. There are no other drawings available. 6)Reference Solicitation, Page 76, Paragraph C.C3.A.1.c5: This paragraph requests a written narrative for the plan for phasing the work. The Solicitation does not identify the Phasing requirements for this RFP. Please identify the phasing requirements for this RFP. Answer: No particular VA requirements for phasing. Building is unoccupied. 7)Reference Solicitation, Page 76, Paragraph C.C3.A.1.c6: This paragraph requests a written narrative for the plan for construction staging and parking. The Solicitation does not identify the construction staging and parking requirements for this RFP. Please identify the construction staging and parking requirements for this RFP. Answer: Staging/Parking information will be discussed in the preconstruction meeting after 100% submission and detail worked out with the COTR. 8)Reference Solicitation, Page 76, Paragraph C.C3.A.2: This paragraph details the Past Performance rating methodology. Please identify the submission requirements for Past Performance. Specifically, identify if the contractors are required to submit a Form or written support to be in compliance with this section of the Technical Proposal. Answer: Written support of past performance in detail. 9)Reference Solicitation, Page 77, Paragraph C.C3.A.3: This paragraph details the Schedule requirements. Please confirm that a CPM Construction Schedule will be required to be submitted with the Offer or if the CPM Construction Schedule can be submitted after the Offer, but before the Award. Answer: Bar chart will be required after 100% design submission/approval and immediately after a notice to proceed is issued for construction. 10)Reference Solicitation Page 131, Section 000115: Please forward the existing as-built drawings for all related areas; including the architectural, structural, mechanical, plumbing, fire alarm, sprinkler, telecommunications, public address system and electrical disciplines.
