- Evaluation Factors and Methodolgy Task Order 0001 PWS IDIQ PWS Task Order 0002 PWS QASP The George C. Marshall European Center for Security Studies in Garmisch-Partenkirchen, Germany, is seeking sources to provide on-site Information Technology Information Management (IT/IM) services. These services include comprehensive IT/IM services to develop, integrate, implement, and operate a full range of GCMC computer hardware, software, and associated network and communications systems in support of the Marshall Center mission. The full scope of this effort is detailed in the attached Performance Work Statement (PWS). The resulting contract shall be flexible and easily customized at the Task Order level to construct solutions and applicable CLIN structures suitable for all current GCMC IT/IM support services requirements as well as those that may evolve and/or emerge during the life of the contract. The primary metrics used to measure mission performance are on-site inspections and customer feedback. Industry input/feedback is requested to the attention of the primary point of contact, Mr. Benjamin Hardy, via email at benjamin.n.hardy@eur.army.mil. To allow for a greater understanding of this requirement, this announcement includes five attachments to provide further detail: 1) A draft Performance Work Statement (PWS) to address the scope of the IDIQ vehicle. Labor categories that may be solicited are included at the conclusion of this PWS. 2) A draft Performance Work Statement to address the scope of Task Order 0001. A draft CLIN structure is included at the conclusion of this PWS. 3) A draft Performance Work Statement to address the scope of Task Order 0002. A draft CLIN structure is included at the conclusion of this PWS. 4) A draft of the Evaluation Factors and Evaluation Methodology to be used in a resulting Request for Quote. 5) A draft Quality Assurance Surveillance Plan (QASP) that may be used to monitor Performance Standards. Please be advised that no solicitation is anticipated at this time. This notice is for information and planning purposes only. This is not a Request for Proposal and does not commit the Government to issue a solicitation or award a contract now, or in the future. If the Government decides to issue a solicitation, a Request for Quote will be available via the Fedbizopps web page at http://fedbizopps.gov/.
