Description
OFFADD: AFNIC/ESFT, 203 W. Losey St, Rm. 1900, Scott AFB IL 62225-5200 SUBJECT: REQUEST FOR INFORMATION DESC: This announcement constitutes a Request for Information (RFI) synopsis. Information obtained as a result of this synopsis is for planning purposes only. It does not constitute an invitation for sealed bid or request for proposal (RFP), nor is it to be construed as a commitment by the government. No RFP will be issued at this time The government is currently conducting a market survey and analysis of government-off-the shelf (GOTS) and commercial-off-the shelf (COTS) products that can meet the requirements for the Air Force E-Learning initiative. The DESIRED END STATE is an online training capability including courses and reference in the following topics (plus 75 courses developed by a third party): • Training material for all information assurance certifications required by DoD 8570. 01-M • Java programming including Novice through Advanced levels and coverage for Enterprise level development • Microsoft.NET for Developers content - C++ programming • Object-Oriented programming - MicroSoft Windows Server • Network infrastructure, including Active Directory • Network fundamentals (topology, protocols, interconnection, routing, switching, etc.) • Microsoft Operating Systems - MicroSoft Exchange Server • Unix - end user through administration and development • Data/telecommunications, basic through advanced concepts • Information security • Oracle topics - fundamentals through advanced • Database fundamentals • Microsoft SQL Server content - fundamentals through advanced • Web site design, Principles, languages, tools,- fundamentals through advanced • Project Management curriculum to cover PMBOK certification • Microsoft Project application - fundamental through advanced • Adobe Acrobat Reader and Adobe Writer products • Fundamental through advanced training for Microsoft Office applications The end state shall be in accordance with Information Life-cycle policies and procedures (AF Information Management/Data Management Policy, DoD Net-centric Data Strategy etc.). Furthermore, the software/hardware to provide the capability to meet the desired end state must satisfy all mandatory Net-Centric Enterprise Services (NCES) requirements, Global Information Grid requirements, and be compliant with the DoD Information Technology Standards Registry Online (DISR-Online). Our current initiative calls for: • Common Access Card (CAC)-enabled for access to commercial, certification, and courses developed by a third party o Must support up to 250,000 users and 75,000 concurrent users • Course progress tracking, certificates, and reporting capabilities for users and for courses • CBTs must be Sharable Content Object Reference Model (SCORM)-compliant and U.S. Rehabilitation Act, Section 508-compliant • Integration of legacy data - Capability to export data • Capability to interface with other systems to maximize information sharing between systems and to reduce stove-piped attributes • 24-hr help desk support via phone, E-Mail, and online chat options At a minimum the vendor's RFI submissions should answer the following questions: 1. How does the vendor's capability/concept support the AF E-Learning end-state? 2. Does the proposed capability/concept rely on any proprietary standards to meet any of the Air Force's or Department of Defense's requirements? • This is a major interoperability concern; we desire to maintain course data import, interfacing, and export capabilities 3. Does the capability use a learning management system (LMS)? • Is the LMS intuitive for the user, or is training required in order to understand how to use it? 4. Can your concept be remotely administered? 5. How does the proposed concept manage/support disaster recovery? • Can the solution/concept support Full, Differential and Incremental back-ups directly to an off-site location?...on-site location? • Can the solution/concept support automated client/server back-ups? 6. What fault tolerance measures are utilized/supported by the proposed solution? • Redundant Array Integrated Discs (RAID) levels, redundant power supplies, etc. 7. Security • What ports and protocols does the proposed solution/concept use? • What measures/mechanisms are used to ensure data is accessible to authorized individuals/systems? 8. How much bandwidth does your capability typically use? 9. What other vendors are partnered with and support the proposed solution. 10. What features whether listed above or not, are in development and will be available in future releases. Describe in detail, what standards are the features based on? And is the proposed technology Proprietary? Vendors responding to this RFI who currently can make products available to the Air Force are requested to provide descriptions of concepts within 30 days after the posting date of this notice. Potential vendors may express interest, make comments and ask questions via electronic mail or fax comments or questions to the Air Force Network Integration Center Training Management Branch.
