- This is published as a sole source announcement under the statutory authority at 10 USC2304(c) (1), and regulatory authority at FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command, Aberdeen Proving Ground- (C4ISR)-Sector T, Contract Operations Group, Tobyhanna Army Depot, Tobyhanna, PA 18466 intends to negotiate and award a contract on a sole source basis to DRS ICAS, LLC, 485 Cayuga Road Buffalo New York, 14225, for the acquisition of specialized Test Equipment and related Documentation specifically designed to support Programmed Depot Maintenance (PDM) of the AN/TPT-T1(V) UMTE (UnManned Threat Emitter) Range Threat System. The Test Equipment required is specifically designed around proprietary information to perform testing on the UMTE system in support of Programmed Depot Maintenance (PDM) and is not used in commercial applications. The requirements for the Test Equipment includes manufacturing and delivery, to include offloading, of a complete UMTE threat kit test suite designed for depot level factory acceptance testing. The threat kit test suite shall include test equipment designed to perform the following functions: 1.)Serve as an electrical substitute for the UMTE Remote Emitter Unit (REU) generator and microwave link assembly which are not shipped with the REU for depot maintenance. This function serves to simulate critical generator/REU interfaces and microwave link/REU interfaces. In addition the test set shall exercise the circuit card assembly used to wake up the generator at a remote site. 2.) Test pulse transformers from 10 different transmitters at correct high voltage and current levels. 3.)Remotely (off system) exercise pedestal motors, burn in slip rings, and test slip ring contacts over time. Align pedestal with system synchros. Contains all analog and digital interfaces necessary to interface with the UMTE pedestal allowing the pedestal to be fully exercised before it is placed back into the system. 4.)Fully test and troubleshoot the Pulse Repetition Interval (PRI) generator circuitry. 5.)Test system proprietary VME circuit cards. 6.)Configure circuit cards (proprietary or commercial) for specific functions according to threat kit. Will include a manual giving jumper and configuration data for each circuit card and its' function in each threat kit. 7.)Design and build a rolling fixture to hold/suspend the UMTE Platform. Fixture will allow the platform to rotate 360 degrees on the X and Y axis. 8.)Design and build a Transmitter Test Fixture. Test fixture will be a stationary test fixture to mount one UMTE transmitter while it is going thru PDM. All Test Equipment supplied shall be newly manufactured and not remanufactured or refurbished. Complete delivery required is one (1) year from date of award FOB: Destination to be Tobyhanna Army Depot (TYAD), 11 Hap Arnold Blvd., Tobyhanna, PA 18466. Vendor will also be required to submit a First Article Test plan to TYAD engineering for approval. The plan shall provide evidence that the proposed test equipment functions at the same level or better than test equipment currently used for Programmed Depot Maintenance of the AN/TPT-T1(V) UMTE Range Threat System at DRS in Buffalo, NY. Vendor will be required to set up and demonstrate on site at Tobyhanna Army Depot that all test equipment meets specifications outlined by Tobyhanna Army Depot. Documentation: Requires the contractor to provide two (2) copies of the following for all test equipment purchased: 1.)Production "As Built Drawings" 2.)Operational Manual and Maintenance Manual in contractor's format. The Government does not have the required technical data package to pursue a competitive acquisition. DRS ICAS, LLC is the sole designer, developer and manufacturer of the existing UMTE range threat system, and owns proprietary rights to the asset. The test equipment required was designed around proprietary data and specifically manufactured to work with UMTE range threat systems. Due to the electronic complexities, proprietary components of the system, and historical working knowledge (including UMTE system design), DRS ICAS, LLC is the only contractor who can provide the UMTE test equipment and associated documentation as required by Tobyhanna Army Depot. Complete delivery of all requirements is one (1) year from date of award. Delivery: FOB: Destination to Tobyhanna Army Depot, 11 Hap Arnold Boulevard, Tobyhanna, PA 18466.
