Description
The Naval Air Warfare Center Aircraft Division is seeking sources and/or information for the following Horizon Reference System (HRS) Upgrade. 1. Background: The legacy Horizon Reference Set (HRS), P/N A/W37A-1, provides a stabilized horizon reference to assist helicopter pilots in landing on decks of small frigates, destroyers, and cruisers. The US Navy has been using the HRS on all helicopter equipped surface combatants since the beginning of LAMPS MK III ships in the early 1980's. The current issues on the HRS is obsolescence of components, primarily the Standard Electronic Modules (SEM)s Cards and the Electric Motor. The legacy does not comply with the required Night Vision (NVIS) compatibility. Also, there is degradation of light intensity and uneven intensity when lighting panels are replaced. These issues and the availability of improvements in technology and industry advancements made in recent years has led to the decision to upgrade the current HRS. 2. Technical: The HRS Upgrade effort objective is to modernize the existing EL Panel Bar to LED Technology and change the Control System to replace the existing SEM Cards with PCBs. The new LED Warning Lamp with Daylight Sensor will also be replaced. There will be an upgrade to the existing ISD 400 Hz Motor/Gearbox with a new 50/60 Hz unit. The existing controls and indicators will be upgrades to be Night Vision Compliant. The benefits of the HRS Upgrade effort will include reduces total ownership costs, improved maintainability, and reduced obsolescence. The HRS Upgrade effort will include design and drawing updates. Full functional testing and test report will be required. Representatives of US companies who have subsidiaries in foreign countries expecting to participate will also be considered under foreign national rules. Since the specifications and drawings are subject to Export Control Laws, the companies are required to register with the United States/Canada Joint Certification Office through the Defense Logistics Information Service (DLIS), and provide a copy of their executed DD Form 2345 to the contracting office before a copy of the drawing package is mailed. It is mandatory to register with the Central Contractor Registration (CCR) Database. The CCR provides the DUNS (Data Universal Numbering System + 4 numbers) number and a company's CAGE (Commercial and Government Entity) code that will be required to conduct business with the Department of Defense. This is not a request for proposal. No solicitation package is available. Respondents to this request for information are invited to submit a statement of general interest, a description of any currently available unit which meets our requirements and/or a discussion on the feasibility of the above described unit. The Government will not pay for any information received in response to this RFI nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government.
