- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Technology Systems & Program Integration Directorate (TSPID) intends to award a firm fixed price purchase order on a sole source basis to: ROCKWELL COLLINS OPTRONICS, INC., Carlsbad, CA 92010. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: The Rockwell Collins' ProView PV35 (C)(G) is a compact, versatile and lightweight high resolution full color SVGA helmet mounted display (HMD) with low power consumption and extremely rugged. The HMD is being requested by the SNLPI team for the technology development and demonstration activity of the Wireless Personal Area Network (WPAN) system. In order to successfully integrate and interoperate the WPAN system to the Proview PV35 HMD (c)(G), a system engineering support service is necessary in order for the WPAN team to be able to ask the Rockwell developers for support related to the PV-35 HMD (c)(G). 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Rockwell Collin Optronics is the only manufacturer and reseller of the ProView PV35 (C)(G) and specific ancillaries. This ProView PV35 HMD (C) G) is the baseline HMD use by Nett-Warrior system. The WPAN system is targeted to be transition to the Net-Warrior program of record in FY12. The ProView PV35 HMD is the only HMD video platform that will meet the demonstration requirement directed by our PM/PEO partners. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: The ProView PV35 HMD (C)(G) is a high resolution full color SVGA helmet mounted display that is compatible with the Wireless Personal Area Network and developmental Soldier systems that the SNLPI team has developed. Any other variant within the SVGA HMD family is not compatible with the protocol and data format exchanges within the WPAN architecture, and will not meet PM/PEO video platform requirements for the WPAN prototype demonstration in FY 12. 4. Any other facts supporting the use of other than full and open competition: The ProView PV35 HMD (C)(G) has been extensively tested by PM SWAR and other developmental organization. It is the current defined baseline Helmet Mounted Display solution for the Land Warrior Program of Record. The ProView PV35 HMD (C)(G) allows maximum compatibility with WPAN Architecture and will meet the video platform demonstration requirements by our PM\PEO partners. Any other product will put successful experimentation and demonstration at risk jeopardizing this team's ability to transition effective and reliable components. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
