- Statement of Objectives for Sitkoh River Stream Restoration The Forest Service has a need for stream restoration work on Chicagof Island in Southeast Alaska, along the False Island road system on the Sitka Ranger District, Tongass National Forest. The work includes diverting river flow back into its historic channel, maximizing aquatic habitat, adding channel complexity through engineered structures, and so forth as described in the attached Statement of Objectives. All interested sources are invited to review the Statement of Objectives and its includes drawings and attachments. This is a sources-sought synopsis, not a pre-solicitation synopsis. Proposals are not being invited at this time. However, the Forest Service is interested in gauging interest in this project in the contractor community, and invites each interested concern to identify itself through the submission of a brief white paper. A white paper should discuss matters such as (a) reasons for interest in the project as a prime contractor; (b) recommendation on whether the acquisition should be set-aside for small businesses, HUBZone small businesses, or so forth; (c) recommendation on the appropriate NAICS code for the acquisition; (d) thoughts on the feasibility of any or all of the particulars of the Statement of Objectives; (e) thoughts on achieving the project's objectives with a contract amount between $250,000 and $500,000; (f) thoughts on key questions that must be further addressed in a solicitation for this project; (g) key personnel qualifications that the Forest Service should expect from a contractor on this project; and (h) narrative description of the outcomes the Forest Service could expect if it awarded a contract for this work to the concern authoring the white paper for an amount between $250,000 and $500,000. The white paper should be brief, no more than six or eight pages, and written for the purpose of helping the Forest Service better understand the capabilities of contractors to perform this work. The white paper should be submitted electronically, by e-mail to the contracting office at smayle@fs.fed.us, in Adobe (.pdf) format, by noon Alaska Daylight Time on Monday, April 4, 2011.
