Description
DRAFT STATEMENT OF WORK The Library of Congress, Copyright Office, Copyright Licensing Division has a requirement to reengineer its Royalty Fee Management System. Copyright desires a commercial-off-the-shelf (COTS) solution to: •- Provide more timely processing of royalty Statements of Account (SOAs); •- Enable the division to better manage its royalty investment accounts; •- Make SOA and other records available for public inspection more quickly; •- Better control costs for those who participate in the statutory licensing system; and •- Improve the work lives and job satisfaction of its staff. This requirement is part of an overall business process reengineering effort. The solution must provide the capability to automate the reengineered processes, provide a platform for managing the business rules, and offer a robust capability to change business processes/rules to meet future legal legislative, policy, and regulation changes. The ideal COTS solution will facilitate development of an easy-to-use, web-based solution that is capable of supporting complex business rules and workflows with supporting document artifacts and integration with other systems. This acquisition will be posted on FBO.gov for full and open competition. The Library intends to award a single firm fixed price contract with a one year base period and four one-year option periods. Detailed information on the requirement can be found in the draft Statement of Work, attached to this notice. The Library anticipates providing an industry day to answer vendor questions prior to the closing date of the solicitation (approximately one week after the solicitation release). In an effort to streamline the procurement process and to utilize electronic communications to the maximum extent possible, the solicitation, amendments, and other related items for this procurement will be posted on this FBO page. The Library anticipates issuing the Request for Proposal (RFP) on or about March 28, 2011. Interested Offerors will be required to download the RFQ and all related documents from FBO. No printed copies of the RFP will be made available. All questions regarding this solicitation shall be submitted, in writing, to Berel Dorfman, Contracting Officer, at bdor@loc.gov.
