- The project objective is to design and construct a school to replace the existing Antilles Elementary School which has reached the end of its useful life. The school shall be complete with all support and infrastructure utilities as well as a parking lot and parent and bus drop-off loops. The school and site shall be designed in accordance with applicable codes, Unified Facility Criteria's and military and industry standards as identified herein. The school shall be designed and constructed to a LEED 'Silver' certifiable rating with the Green Building Certification Institute (GBCI) utilizing US Green Building Council's (USGBC) LEED rating system 2009 for Schools New Construction and Major Renovations. This includes design, construction, and material selections that provide an energy efficient and environmentally sustainable school. The project will include three alternatives (Alternate A: Phenolic Resin Casework, Alternate B: Solid Plastic Casework and Alternate C: Epoxy Resin Casework). The preferred choice of the Government is to install the Phenolic Resin Casework however; solid plastic or epoxy resin casework would inhibit destruction from wood-eating insects and could adequately support the operation and function requirements of the school. The availability of programmed funds will determine which alternative will be chosen. An option will be included to secure movable kitchen equipment. As part of the scope of the Request for Proposal (RFP), the existing Antilles Elementary School (located approx. 300 yards from the new school's site) will be demolished. The contractor is responsible for demolition and removal of debris, abandonment of utilities as identified in the RFP. The existing elementary school will be occupied during construction of the new school. The old school shall not be demolished until the new school is fully functional and the contractor has been given direction by the contracting officer to begin demolition. Magnitude of construction is between $25,000,000.00 and $100,000,000.00. Beneficial Occupancy (BOD) of the new school has to be completed no later than June 1st 2013. Period of Performance for demolition of the existing school is approximately 120 calendar days. PROPOSAL REQUIREMENTS: This solicitation will use the Two Phase Design Build procedures outlined in the Federal Acquisition Regulation 36.303. Award will be made to the offeror whose proposal represents the best value to the Government. THIS IS AN UNRESTRICTED ACQUISITION. The solicitation for Phase One will be issued on or about April 21, 2010 with proposals due on or about May 24, 2011. These dates are subject to change. The solicitation for Phase Two will be issued only to the Most Highly Qualified Offerors identified under Phase One. Solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/. Phase Two will be issued only to the Most Highly Qualified Offerors identified under Phase One.
