- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the state of Montana Department of Transportation for maintenance services for NOAA Weather Radio (NWR) in Montana. ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for routine and emergency maintenance for NWR transmitter systems in Montana in such a manner that the highest possible system availability, within existing resources, is provided to the users. Continuous weather broadcasts in these areas are tailored to weather information needs of people within the listening area. During severe weather, national disaster, or nuclear attack, NWS forecasters, or designated state agencies, can interrupt the routine weather broadcasts and substitute special warning messages. The State of Montana is the only source for the needed services because access to the Hogback Mountain and XL Heights, and Government Hill, Montana sites is restricted to state and federal employees only. The period of performance shall be May 1, 2011 through March 31, 2012. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide services that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
