Description
The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD intends to issue a sole source award utilizing Simplified Acquisition Procedures to Office of Disease Prevention and Control 9 Phitsanulok, 306 Moo 5 Phitsanulok - Watbot Road, Phitsanulok, 65000 Thailand, to provide laboratory space and facilities for the United States Army Medical Component Armed Forces Research Institute of Medical Sciences (AFRIMS). Historically, this clinic has performed an essential role in malaria research at AFRIMS. The clinic has the capacity to receive malaria-infected patients and to process blood samples for further use in studies that involve either the parasite and/or infected mosquitoes with the ultimate goal of finding a mechanism for eradicating/preventing malaria. The facility contains all of the essential equipment and the expertise, and receives an adequate numbers of human cases for our research. There is suitable work space with a modern infrastructure. Most importantly, this clinic is located in a region of Thailand where malaria is endemic and where one can expect high human case loads. All of these factors combined make this facility a suitable field site for AFRIMS to conduct research on one of the most significant diseases affecting global public health. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System (NAICS) code for this procurement is 621399 with a size standard of $7.0M. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly be able to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 4 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
