Description
The Department of State is conducting market research to determine the degree of interest and capability of small businesses only in providing a commercially available proprietary tool or application database that is able to support data from multiple global and regional vendors. The database has to be able to accommodate data for 55,000 plus employees in over 173 countries. This database will assist the Office of Overseas Employment (OE) with the Human Resources Bureau (HR) of the Department of State (DoS) for establishing and updating local pay and benefit plans that apply to all local hires of the U.S. Government within non-US countries where DoS has a presence. The purpose of this database is to enable DoS to conduct market analysis and job pricing by importing data from multiple vendors into a single database; analyzing the data from multiple sources to provide DoS the basis for recommending and making revisions to local compensation plans consistent with the requirements of the Foreign Affairs Manual (FAM) and the Foreign Affairs Handbook (FAH); comparing the off-the-shelf compensation data to the compensation level of key survey jobs most frequently found in local labor markets; and, providing reports to post management in order to maximize transparency and maintain credibility in the system. The vendor may be required to conduct training to Department personnel regarding the use of this database and upgrades to the database. The NAICS code for this service is 541612. Responses from all vendors must clearly demonstrate capabilities through examples of previous and/or current database contracts or experience closely related hereto. In addition, the vendor must be able to demonstrate their proprietary tool or application database can perform at least the following and they must specifically address each of the capabilities listed. 1. The proprietary tool or application database can support an unlimited number of off the shelf compensation surveys from multiple international and regional vendors; 2. The database would allow for the input or import of an unlimited number of DoS salary schedules with a 13 grade structure, up to 25 steps, including bonuses and allowances; 3. Components of employee pay that includes base pay, bonuses, allowances, and total pay; 4. Identify workweek hours, regional pay differentials, "as of" date, and number of incumbents; 5. Allow for analysis of and conversion to local currently and U.S. Dollar by allowing for input of specific exchange rate; 6. Allow users to modify all or part of the salary structure by across the board or varied percentages, or fixed amounts to the midpoint as well as the minimum rate; 7. Provide for calculation of within grade increases and rate ranges; 8. Support a traditional salary structure (minimum/maximum) as well as pay bands; 9. Allow codes to be used to protect the confidentiality of individual compensation data; 10. Store data on a country by country and job by job basis for three to five years; 11. List of survey jobs and a detailed description of each survey job used by the vendor to obtain compensation data; 12. Data reported for each surveyed job includes job title, level if one of several levels for one type of job, the number of incumbents among the surveyed companies and/or the number of companies having a match to each survey job; and 13. Vendor maintains a job match quality control program in place across countries to ensure jobs matched have the same levels of duties, responsibilities and complexity (a job match is an employer's job with one or more incumbents whose duties and responsibilities are similar to one of DoS's benchmark job).
