Description
1. The Aeronautical Systems Center (ASC), ASC WISK is soliciting information to identify possible solutions to provide a Line-of-Sight-Short (LOS-S) sensor. This RFI should provide schedule and risk to achieve the following objective. The LOS-S project is part of the overall Battlefield Airmen Operations Kit (BAO Kit) program, which is in support of Air Force Special Operations Command (AFSOC). This Request For Information (RFI) is issued for informational purposes only and does not constitute a solicitation or commit the government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not be compensated. 2. The purpose of the LOS-S is to provide a lightweight integrated designator/ranger/ /marker/sensor. This device will serve as an all in one sensor for dismounted operators to enhance targeting effectiveness at ranges greater than or equal to three (3) kilometers. This capability will be employed across the spectrum of operations for a combat controller (air traffic control, air to ground terminal control, voice and data communications, range finding, mensurating target locations, etc.). The LOS-S shall be employed globally in dismounted configurations accommodating the variety of Combat Controller load configurations. The LOS-S shall be rugged, satisfying existing material reliability and availability requirements. The system will be interoperable with the MR-1 small computer and the Power Generation and Management (PG&M) system components of the BAO Kit. The LOS-S must be small and lightweight to accommodate operator maneuvers and transportation. 3. Respondents to this RFI should describe their ability to meet and/or exceed the following objectives. If unable to achieve specific objectives the RFI should quantify attainable goals with intended approach. a) LOS-S is optimized for the human chassis, human operation, and human transportation b) The system shall not exceed 86 cubic inches. The intended size is not to exceed 9 inch length and 3.5 inch diameter and weigh as little as possible. c) LOS-S is capable of being powered by an internal power source to supply a reasonable amount of day/night observation, target designation/marking and geolocation/range finding d) LOS-S is capable of automatic calibration with a limited number of user inputs e) LOS-S is capable of being powered by external power and/or PG&M independently and as a battery charger for the internal battery. f) LOS-S provides a location of target(s) with a target location error of less than 27m at a 3 km range during day operations and 1.5 km range during night operations. g) LOS-S acquires and tracks target(s) h) LOS-S is Net-Ready (As defined in CJCSI 6212.01E, 8 Mar 2006). Securely communicates target(s) information to the MR-1 using Cursor on Target (CoT) XML and industry standard interfaces i) LOS-S shares target location(s), neutral and other points of interest, to include hand-off verification to appropriately deliver effects and increase situational awareness j) LOS-S enhances recovery operations (personnel and gear) k) LOS-S digitally records events. Enhances assessment of effects application l) LOS-S signature shall not compromise the operator or system through detection by unaided sight, sound, smell, or signal m) LOS-S shall warn user of potential fratricide incidents n) LOS-S shall be durable and operate in a global environment 4. Two (2) paper copies must be submitted to the program office as outline here and in paragraph 5. Submittals should be no more than ten pages in length. Paper copies must be clearly marked "Proprietary/Competition Sensitive Information" on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/Competition sensitive information will be protected from disclosure. E-mail copies of the paper submittal will also be accepted. In this case, only one e-mail is sufficient. 5. Responses shall be received no later than 15 April 2011.
