Description
THIS IS NOT A SOLICITATION FOR PROPOSALS - THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. All response and response contents to this RFI will be considered information only and will not be binding on the parties. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided. Purpose The purpose of this Request for Information (RFI) is for market research to survey the commercial marketplace for potential alternate web-based COTS solutions to replace the Commerce Department's current contract writing system. The Commerce Department is seeking sources and product capability information to determine what commercial alternatives are currently available to support a new enterprise-wide web-based procurement system that is integrated or interfaced with the Commerce Core Financial System (CFS). The focus is to take advantage of advancements in technology while benefiting from competitive industry trends. Background In its current state, the Commerce Acquisition System Environment consists of the following: • Commerce Standard Acquisition Reporting System (CSTARS) i.e., CACI Federal, Inc. Comprizon.Buy (C.Buy) contract writing and contract information system (transition to C.Award is expected to occur October to December 2011); • CACI Federal Inc., Comprizon.Request (C.Request) requisitioning system for placing procurement requests; • Obligation and Requisition Standard Interface (ORSI), the interface to the Commerce Department's Core Financial System (CFS),which is Oracle based. Commerce has approximately 440 users employing the C.Buy procurement software and 3,500 users employing the C.Request requisitioning software. Requirement Commerce is evaluating current automated contract writing capabilities and considering alternate systems for future deployment. The focus is to take advantage of advancements in technology while benefitting from competitive industry trends. The overall goal is to deploy a system that is designed on and embeds, the latest technology and provides user satisfaction while elevating the proficiency of mission accomplishments. The Commerce Department has identified the following high level objectives: • Support the needs of the full acquisition lifecycle from acquisition planning, to purchase requests, to solicitation/amendments; contract awards and modifications; issuing delivery orders and modifications; contract administration, simplified acquisition, and contract closeout; • One production instance of an enterprise-wide procurement system; • Integrate or interface with the CFS finance system: continues to provide accurate vendor and account code data, real time financial commitments and obligations along with improved payment processing(including reconciliation, receipts, invoicing and payment data); • Modern one-stop-shop web-based technology: Web-based central point for all users, vendors, and contractors to communicate with the Department; • Intuitive interface: User-friendly in that it decreases the need for training; • Secure - Meets all Federal and agency-wide security polices; • One acquisition system to handle all end-to-end lifecycle activities: Streamlines and standardizes business processes and all acquisition activities by utilizing a modernized, integrated system; • Based on Commercial, Off-the-Shelf (COTS) products: Mature, best of breed products provide a solution that is based on best practices; • Consolidated acquisition data: Provide improved reporting capabilities by centralizing data repositories; • Compliant with all federal legislation and mandates: Meets all legislative requirements while leveraging existing e-gov resources and integrates/interfaces with appropriate components of the federal Integrated Acquisition Environment (IAE). Module for incorporating all Department of Commerce regulatory and policy guidelines; • Improve performance and increase efficiencies: Improvements in the quality and timeliness of acquisition processing and reporting capabilities; • Includes robust reporting (both standard and adhoc) capabilities. Information Sought: • Functional and technical specifications presented as White Papers, manuals and technical materials outlining system capabilities; and access to a demo site if one is available. • Reference clients to include: Agency, Description of Project, Simultaneous users supported, project start date, Agency/Company point of contact Name, phone and email. Discussion Meetings on Submittals and Non-Disclosure Briefings on R&D: Each Vendor submitting materials that are responsive to the RFI will be invited in for a two-hour meeting for questions and discussions that will provide clarifications to the materials submitted. • An optional non-disclosure briefing conducted at vendor facilities will be requested from each vendor that has been responsive to the RFI regarding their five year R&D plans for future enhancements to the system described.
