Description

REDACTED J&A FOR FORT BRAGG/POPE ARMY AIRFIELD, NORTH CAROLINA This is the redacted justification and approval (J&A) for other than full and open competition for privatization of the natural gas utility system at Fort Bragg/Pope AFB, North Carolina by the Defense Energy Support Center (DESC). In accordance with 10 U.S.C. § 2688, utility privatization contracts may extend for 50 years where a determination is made that a 50-year contract is cost effective; the estimated dollar value of this 50-year contract is based on a May 2008 Government Should Cost Estimate prepared by C.H. Guernsey & Co. The acquisition began as a full and open competition, but that process was unsuccessful in awarding a contract. The results of that process, and subsequent market research, provide the factual support for this action and are discussed in further detail in the J&A. This action is justified under 10 U.S.C. § 2304(c)(1).
