Mandatory Language: Note: Item Description: Liquid Quantity Indicator.Dimensions: 5.688 In Long, 2.005 In Max Dia. Item Function: Indicateand measure the quantity volume of liquid oxygen contained in thecontainer. An Ombudsman has been appointed to hear concerns from offerors orpotential offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the Program Director or Contracting Officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate Government Personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposal or in the source selection process. Interestedparties are invited to call the Ombudsman at (405) 734-8253. DO NOTCALL THIS NUMBER FOR SOLICITATION REQUESTS. Written procedure will beused for this solicitation. No telephone requests. Note 26: Based uponmarket research, the Government is not using the policies contained inPart 12, Acquisition of commercial items, in its solicitation for thedescribed supplies or services. However, interested persons mayidentify to the contracting officer their interest and capability tosatisfy the Government's requirement with a commercial item within 15days of this notice. Note 13: The proposed contract is restricted todomestic sources under the authority of FAR 6.302-3. Accordingly,foreign sources, except Canadian sources, are not eligible for award. IAW 5.207(C)(14) The intended source for this requirement is Transicoil,LLC. The drawing for this item is a source controlled drawing in whichthe part must be acquired from a manufacturing source specified on thesource control or selected item drawing, there do not appear to be anyimmediate actions which could be taken to develop future competition.Currently Transicoil, LLC is the only known source that can satisfy theGovernment's requirement.
