Description
This is a Sources Sought/Request for Information (RFI) only. This Sources Sought synopsis is not a request for proposals (RFP), and is not to be construed as a commitment by the government to issue a solicitation or ultimately award a contract. This is posted as notification of the Government's intent to enter into a sole source award to Kinder Morgan Liquid Terminals, due to the established connections to the pipelines indentified below, under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements." The Government will accept and evaluate information on potential sources capable of delivering the requirement stated below. While this notice of intent is not a request for competitive quotations, all responsible sources may submit a capability statement, proposal, or quotation. All responses received by March 18, 2011 shall be considered by the Government. The due date for all responses has been extended until April 1, 2011. The Defense Logistics Agency (DLA) Energy, Storage Contract Division, Bulk Petroleum Business Unit - BYB seeks to identify responsible potential sources and obtain information regarding possible suppliers who can provide the necessary facilities and services to receive, store, protect, and ship US Government-owned petroleum product, JP8 (aviation turbine fuel), from a location within Carson, CA from date of award through September 9, 2013. Terminal must have direct unrestricted access (24/7) to the current military 10 inch pipeline originating at the pier in Long Beach, CA via DFSP San Pedro and terminating at Watson, CA. (If not currently attached to the line a spur line must be installed and funded by the Offeror.) The Offeror is required to have the capability to ship JP8 via the Santa Fe Pacific Pipeline (SFPP) system 24 hours a day, seven days per week. AREA OF CONSIDERATION: Carson, CA. GRADE OF PRODUCT: JP8 (aviation turbine fuel). STORAGE REQUIREMENT: Approximately 150,000 barrel capacity (shell capacity) is required and product handled within the tank farm is desired. ESTIMATED THROUGHPUT: Estimated throughput for this requirement is approximately 1,100,000 barrels per calendar year excluding initial fill and final shipment.
