Description
The contracting organization of Blount Island Command is soliciting offers from firms to provide equipment and installation for a turn key central automated lubrication system. This procurement requires the contractor to provide both the equipment and install it for a central automated lubrication system on location at Blount Island Command, Jacksonville, Florida. The system must be capable of dispensing several fluid types as well as collecting waste fluids. The "turn-key" operation shall include equipment, parts, delivery, unloading, and installation, of a centralized automated lubrication system. For this solicitation, Blount Island Command intends to solicit offers using a Statement of Objectives. A Statement of Objectives is being used in order to take advantage of the latest industry technologies and know how to provide the best value to the Government with the purchase of this automated lubrication system. A Statement of Objectives (SOO), inclusive of technical drawings and specifications, will be provided in the Request for Proposal (RFP). Offerors will be required to submit a Performance Work Statement (PWS) and Work Breakdown Structure (WBS) with their proposal. The RFP will be made available electronically at the NECO/Federal Business Opportunities www.fedbizopps.gov. A Pre-Proposal Conference/Site Visit is scheduled for 0900 hours April 8, 2011 at Blount Island Command, Jacksonville, Florida. All firms interested in attending the pre-proposal conference/site visit MUST submit their requests in writing to the attention of Ms. Alice M. Settle at alice.settle@bic.usmc.mil at least 48 hours in advance. Directions to the location of the site visit will be provided to responders. Technical inquiries regarding this procurement shall be addressed in writing to the attention of Ms. Alice Settle at alice.settle@bic.usmc.mil and Mr. Michael Erhardt at michael.erhardt@bic.usmc.mil. Telephonic inquiries will not be accepted. BASIS OF AWARD: Award will be made to the responsible, technically acceptable offeror, whose offer conforming to the SOO, offers the lowest evaluated price. Contractor is responsible for downloading their own copy of the solicitation and amendments. It is the offeror's responsibility to monitor NECO/Federal Business Opportunities www.fedbizopps.gov site for the release of amendments (if any). Contractor must have an active registration in the Central Contractor Registration (CCR) www.bpn.gov/ccr. Solicitations shall be mailed to the following address: Contract Management Support Office, Attn: Alice Settle, Bldg 100, Room 122, Blount Island Command, 5880 Channel View Blvd., Jacksonville, FL 32226-3404.
