- This pre-solicitation notice is for Commercial Maintenance Services of a Bollards Security System. This service is required by United States Army South (ARSOUTH), 4130 Stanley Road, Fort Sam Houston, San Antonio, Texas. It is comprised of maintenance of the hydraulic bollards system and associated power units used in the security of Building 1000. This procurement is for a commercial service. FSC Code is J049. NAICS Code is 811310. This requirement will be solicited as a competitive, 100% set aside for Service-Disabled Veteran-Owned Small Businesses. Description of Requirement: The successful contractor will provide all services necessary to ensure the system operates in accordance with security requirements designated by the Department of Defense (DoD). Required services consist of quarterly inspections and maintenance of a bollard security system; repairs, as needed; plus emergency service calls, as required. Emergency service shall be provided by the contractor within twenty-four (24) hours of notification by the Government. The bollards security system is comprised of nine (9) zones, twenty-eight (28) Delta Scientific Hydraulic Bollards (DSC800), five (5) Hydraulic Power Units, and emergency vehicle detectors. Place of Performance: Services will be performed on the bollards security system at 4130 Stanley Road, Building 1000 Fort Sam Houston, Texas 78234 Period of Performance: Period of Performance for the resulting purchase order is comprised of an initial 12-month base period plus two (2) 12-month option periods. Contract Type: The resulting award will be a Firm Fixed Price purchase order. Contractor Requirements: Potential offerors MUST have active registrations in the Central Contracting Registration (CCR) database and Wide Area Work Flow (WAWF) in order to participate in this requirement and be eligible for award. Contractors should access http://www.ccr.gov for information on CCR registration and http://www.dfas.mil/contractorpay/electroniccommerce/wideareaworkflow.html for information regarding WAWF. Obtaining the Solicitation: The solicitation and any notifications of changes, if applicable, will be available for download from FedBizOpps, website: http://www.fbo.gov. It is the contractor's responsibility to check for any posted changes to the solicitation. It is anticipated the official RFQ for this procurement will be released on or about 28 March 2011. Evaluation Criteria: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Responding to the Solicitation: All responsible sources may submit an offer; however only quotations meeting the Army's requirements and from companies qualifying as a Service-Disabled Veteran Small Business will be considered for award. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs.
