- The Atlanta VA Medical Center, 1670 Clairmont Road, Atlanta, GA intends to award a construction contract for project number 509-09-111, solicitation number VA-247-11-IB-0123, Replace Water Lines, Bldg. 801, Charlie Norwood VAMC, Augusta, GA. The solicitation will be available on or about Thursday, April 7, 2011 on the Federal Business Opportunity (FedBizOpps) website a www.fbo.gov. A pre-bid site visit will be held with interested contractors before bids are due. The pre-bid site visit is not mandatory but is highly recommended. The date, time and place for the pre-bid site visit will be specified in the solicitation documents. It is the responsibility of the bidder to ensure a complete solicitation package is downloaded from the FedBizOpps website. The date, time and place for the bid opening of the project will be stated in the solicitation. The Replace Water Lines work includes but is not limited to replacement of galvanized potable water line risers, the replacement of re-circulating hot water balancing stations and the replacement of domestic water booster system in Bldg. 801 in accordance with the drawings and specifications. The contractor who is awarded the project shall provide all supervision, labor, equipment, materials and any other expertise necessary for the completion of the work. All work will be in strict accordance with all applicable codes and VA regulations and shall be completed within 270 (two hundred seventy) calendar days after date of the receipt of the Notice to Proceed. This will be a firm fixed price contract award as a result of the sealed bid (IFB) lowest bid process. The NAICS Code is 236220, Commercial and Institutional Building Construction with a small business size standard of $33.5 million. The estimated construction cost is between $500,000 and $1,000,000. Notice of set-aside for service-disabled veteran-owned small business (SDVOSB) concerns: (a) The proposed contract is 100% set-aside for award to SDVOSB concerns. Offers from other than SDVOSB concerns will not be considered and shall be rejected. (b) Definitions “ As used in this provision: Service-Disabled Veteran-Owned Small Business concern (1) means a small business concern (i) not less than 51% of which is owned by one or more service-disabled veterans or, in the case of any publically owned business, not less than 51% of the stock of which is owned by one or more service-disabled veterans; and (ii) the management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran as defined in 38 U.S.C. 101(2), with a disability that is service connected, as defined in 38 U.S.C. 101(16). The Government will make award to the responsible, responsive bidder whose bid is the lowest.
