Description
The Naval Medical Logistics Command intends to solicit and negotiate on a sole source basis under the authority of FAR 13.501 with Alliant Healthcare, 8850 M-89 Richland, MI 48093 as the only responsible source that can provide a Stryker 940 Cast Cutter. USNS Comfort has a need for ten (10) surgical cast cutters used for the removal of therapeutic casting using blades made of stainless steel or any other non corrosive, rust-resistant metal on patients who have suffered broken or sprained bones or ligaments due to trauma. The unit is used for the creation of hinged casts, or to open a window in the cast to view and evaluate underlying tissue. The cast cutters shall be hand-held and allow the user to quickly connect to a compatible vacuum system for safe and clean use. They shall operate at a standard speed and a high speed for quick removal of thicker body jackets and hip spica casts. The unit shall have a traditional ergonomic design for comfort and control while cutting as well as an impact and shock resistant plastic or composite housing. This cast cutter shall be powered by a 120VAC/60 HZ power source and comply with all shipboard electrical safety regulations. 10 Orthopedic Cast Cutter 15 Ion Nit Cutter Blade 5 Blade Tools 2 Service Manual 2 Operator Manual The Stryker 940 Cast Cutter is a hand held cast cutting instrument intended for surgical environments and is used by healthcare providers in their diagnoses of the status of the underlying tissues. After several weeks of wearing a plaster cast, quick removal of the material from the patient ™s tissue is required. The Stryker 940 has a standard speed and a high speed for thicker plaster removal. A powder residue is expelled from the cast during removal which can be a health and safety hazard to the operator and the patient. The Stryker 940 is the only cast cutter on the market that can connect to the 986 CastVac which is the existing vacuum removal system onboard used to alleviate the problem of the powder residue. Shipboard space constraints call for the need of a small hand held portable unit for safe, quick, and efficient cast cutting. The Stryker 940 cast cutter is a light hand-held unit that is readily compatible the existing shipboard electrical safety regulations and will require no further staff training for use. This acquisition is being conducted under simplified acquisition procedures FAR 13.501 under the authority of the Test Program for Certain Commercial Items (section 4202 of the Clinger-Cohen Act of 1996). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America industry Classification System (NAICS) 423450 with a Small Business Size Standard of 500. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
