THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. GOVERNMENT, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPERLY IDENTIFIED INFORMATION. For purposes of this RFI, the North American Industry Classification System (NAICS) Codes is 721110. The size standard is $30M. The contractor shall provide furnished corporate apartments as described below. We are looking for a base year plus four option years. Also, listed below is what we need - in your response please provide your ability to provide all of the items or what you offer in place of or as an equivalent to what is needed. Upon receiving and reviewing responses, vendors might be contacted for a site visit/walk-thru. Joint Special Operations University United States Special Operations Command Joint Special Operations Forces Senior Enlisted Academy 1. Background and Purpose U.S. Special Operations Command has a requirement to lease furnished corporate apartments in a safe, convenient location near (5 mile radius) the Pinewood Facility, 6701 S. Dale Mabry Hwy, MacDill, FL. 2. Scope of Support Tampa, FL: Contractor must be prepared to house thirty (30) to forty-five (45) military personnel attending the Joint Special Operations Forces Senior Enlisted Academy (JSOFSEA). 3. Requirements a. The contractor shall provide the following number of apartments for lease: Base Year: 01 JUL 2011 through 30 JUN 2012 TAMPA, FL Dates Lodging Needed # of Units # of Students Description of Units 12 Jul 2011 - 14 Sep 2011 23 and/or 45 45 2 BR and/or 1BR 10 Oct 2011 - 15 Dec 2011 23 and/or 45 45 2 BR and/or 1BR 16 Jan 2012 - 19 Mar 2012 23 and/or 45 45 2 BR and/or 1BR Dates and number of students are tentative and subject to change. NOTE 1: Offers shall include the minimum advance notice (number of days) required for changes to the resultant contract (dates, # of units or students). NOTE 2: Option periods 2, 3 and 4 are the same requirements as option period one with the exception of class dates for Tampa housing, which may or may not be needed. b. Apartment Features: * Minimum square footage for; 2BR: 1000 and/or 1 BR: 500 * Furniture representative of a furnished corporate apartment (to include, but not limited to dining table, chairs, television, alarm clock, sofa, beds, dressers, and end tables) * Furnished kitchen/kitchenette (to include, but not limited to plates, glasses, utensils, pots and pans, other essential cookware, and trash cans) * Refrigerator * Dishwasher * Microwave * Electric garbage disposal in kitchen sink * 2 sets of clean linens (per bedroom) with linen exchange for 1 set (per bedroom) to occur weekly * Housekeeping is to occur twice a week on to include stocking of toilet paper, soap, and dishwashing detergent. Housekeeping should include, but not limited to vacuuming carpets, dusting furniture and shelves, sanitizing toilets and bathtubs, wet mopping any non carpeted areas. * Washer/dryer in the units or facilities available and located on the grounds * All utilities (electric, water, trash, basic cable television, and phone) * A dedicated high-speed net connection of at least 40Mbps downstream and 5Mbps upstream for use only by USSOCOM customers. Connection will terminate on premises to a wireless router (N protocol) with the ability to broadcast at full bandwidth to all customer rooms. Wireless access passwords will be issued only to DOD customers designated by the Contracting Officers Representative (COR). 24/7 technical support must be available to the system Administrator and end users. Problem resolution must be routinely provided within 8 hours from the initiation of the complaint. * Managerial support (to include, but not limited to issuance of room keys and minor maintenance repair issues) * 24 hour on-call repair service for electricity, water, plumbing, water heater, refrigeration, and physical security * Routine service calls to be handled with normal business hours Community Features: * Ability for taxi service to arrive at door of residence * A business/conference room able to accommodate planned assemblies after hours and on weekends (capacity - up to 15 personnel) Location: * Tampa, FL: Within ten (10) minute driving time (consider traffic) to the Pinewood Facility, 6701 S. Dale Mabry Hwy, MacDill, FL, within one mile from restaurants, fast food, chains, and shopping centers * No more than five (5) blocks from full service grocery store * Each apartment should be within the same community 4. Period of Performance Base Period of Performance: 1 Jul 2011 through 30 Jun 2012 with options to extend for four additional consecutive one year periods: Option Year 1 - 1 Jul 2012 through 30 Jun 2013 Option Year 2 - 1 Jul 2013 through 30 Jun 2014 Option Year 3 - 1 Jul 2014 through 30 Jun 2015 5. Cost Units cannot cost more than the per diem rate for Tampa, FL *Firms responding to this RFI are asked to provide the following information in their initial response: company's full name, business size to include small business size categories, i.e., 8(a), Service Disabled-Veteran Owned Small Business, HUBZone, etc., GSA Schedule or Government Wide Acquisition Contract (GWAC) number (if applicable), CAGE Code, DUNS number, address, point of contact, and a clear indication as to whether or not they can provide the service the government is seeking. Final responses to this RFI will be due at 12:00 PM EST 05 April 2011. Responses will be reviewed and may result in further clarifications to further explore commercial capabilities with selected respondents. As industry may expect to see portions of submitted information in future solicitations, portions of the response containing proprietary information should be clearly marked as such. Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will not be accepted in response to this notice.
