- Closes 25 March 2011 This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test. Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following: Software subscription for HBM/NCode software GlyphWorks Fundamentals, maintenance 6 cys x 12 mos; Signal, 6 cys x 12 mos; Super Glyph, 6 cys x 12 mos; Fatigue, 1 cy x 12 mos. The Government intends to award a Firm-Fixed Price sole source Purchase Order to HBM, Inc, 26555 Evergreen Rd, Suite 700, Southfield, MI 48076. HBM, Inc is the originator, and designer contractor to be utilized for the requested services required by the US Army Test Center, is uses extensively throughout the end users' organization for the processing, analysis, and graphic presentation of many types of automotive performance, environmental, and reliability test data. The associated North America Industry Classification System (NAICS) Code is 511210 and the Business Size Standard is $25M. All responses received within 5 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 3:00 PM Eastern Daylight Time, March 25, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
