- FEDERAL BUSINESS OPPORTUNITIES ANNOUNCEMENT PRESOLICITATION NOTICE The Department of the Interior National Business Center, Acquisitions Service Directorate on behalf of the Bureau of Ocean Energy Management, Regulation and Enforcement intends to solicit for exclusive use fixed wing aircraft services as follows: ISSUING CONTRACT OFFICE: NATIONAL BUSINESS CENTER ACQUISITION SERVICES, ANCHORAGE 4405 LEAR COURT ANCORAGE, AK 99502CONTRACT OFFICER: V. MICHELE WATERSPHONE/FAX 907-271-5021/907-271-6446EMAIL MICHELE_WATERS@NBC.GOV DESCRIPTION This is a Pre-Solicitation Notice Only. The Department of the Interior, Bureau of Ocean Energy Management, Regulation and Enforcement has a requirement for flight services using a turbine powered multiengine, high-wing, such as a Commander 690, Twin Otter DHC-6 or equal. Contractor during a predetermined exclusive use period will transport U.S. Department of Interior personnel, cargo, or both using contractor operated and maintained aircraft in support of natural resource management activities, aerial surveys, as directed by the government. Contractors must be certified under Title 14 CFR (FAA) Air Carrier certificate.; 14 CFR Part 121.135(b)(7), Part 135.63(a)(3) or Operations Specifications Part D "Aircraft Listing" as appropriate. Operators must have a base within the State of Alaska. Services provided to the Department of the Interior agencies within the state of Alaska. The anticipated contract period will be from June 16, 2011 through October 31, 2011, with three, one-year options. The anticipated issue date of the solicitation is March 30, 2011 with a projected closing date of April 20, 2011. It will be a requirement that the successful awardee be registered in the Central Contractor Registry (CCR). The solicitation will be posted here as well as http://amd.nbc.gov under "Current Solicitations" under Business Opportunities. This procurement will be 100% Set Aside for small business concerns.
