Description
NASA/GSFC has a requirement for the following:01)Qty: 1, Description: Cart for SmartTest or equivalent02)Qty: 1, Description: Sniffer Probe03)Qty: 1, Description: Leak Rate04)Qty: 1, Description: Helium DetectorNASA/GSFC intends to purchase the items from Pfeiffer Vacuum Inc. pursuant to FAR 13.106for the acquisition of supplies or services determined to be reasonably available fromonly one source. We recently received A Pfeiffer helium detector and found it to be veryreliable and user friendly. Since we have Pfeiffer helium detector, it is practical topurchase another Pfeiffer helium detector because the accessories are interchangeable ifone machine is inoperable. Also, we want to have the same machines so personnel do nothave to be retrained with a machine under a different company.We looked at other heliumleak detectors. Using a different helium leak detector if current Pfeiffer heliumdetector fails will require completely new accessories and new personnel training. Thisincurs delay in the flight spacecraft schedule and requires additional money. The Government intends to acquire a commercial item using FAR Part 12. The synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to GENIA BURTON-PENDERGAST at Rogenia.M.Burton-Penderga@nasa.gov or byfax to 301-286-1720 (email preferred), not later than 4:30 p.m. Eastern Standard Time onApril 01,2011.Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
