- The VA Network 2 Contracting Office intends to enter into sole source procurement with Donald N. Lombardi, Ph.D. in support of a personal services contract for customization and presentation of interactive presentations to address specific learning needs of Network supervisors. The Network has undertaken a series of Leadership Summits, and several of Dr. Lombardi's publications have been included in the Network Director's Reading list for Managers and have been purchased for managers. This proposed contract action is being conducted under the authority of FAR 6.302-1(b)(1)(i) which states 'When there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities', only one responsible source and no other supplies or services will satisfy agency requirements, incorporates provisions and clauses as those in effect. This procurement is for Donald N. Lombardi's presentation in support of publications used by Network 2. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely by the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
